1 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, FEBRUARY 28, 1983 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Gerald G. Farr John A. Kreczmer Jaime Moore Tess Norris City Manager A. C. Gonzalez City Secretary Janis K. Womack City Attorney Barbara Jean Edwards Director of Public Works George Boeker Police Chief Myron Galchutt City Planner Joe Garza Also Present: Pee Wee Dougherty, Fred Guerra, Jack Lindstrom, Pat Nor- wood, Nina pryatel, Betty Kissler, Bill Nicola, Olga Garza and others. Mayor Craddock called the meeting to order at 7:30 p.m. Mayor Craddock introduced for consideration approval of the minutes of the Regular Meeting held February 14, 1983. Mrs. Norris moved for ap- proval of the minutes and Mr. Farr seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of the minutes of the Emergency Meeting held February 17, 1983. Mr. Farr moved to approve the minutes and Mr. Kreczmer seconded the motion, which passed unanimous- ly. Mayor Craddock introduced for consideration approval of the minutes of the Special Meeting held February 22, 1983. Mrs. Norris moved to approve the minutes and Mr. Moore seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of appointment to the Building Code Board of Adjustments and Appeals to complete the va- cancy of Lydia Feltner, whose term expires in July, 1983. Mrs. Norris placed the name of Jim Kelley in nomination and Mr. Kreczmer seconded the motion, which passed unanimously. Mrs. Norris then moved that Jim Kelley be appointed and Mr. Farr seconded the motion, which passed unanimously. Mayor Craddock opened a public hearing on a zoning request to rezone Lot Nos. 104 and 107, Park Addition, located at Chestnut and Live Oak, from "R-l" to "D". No one wished to speak in favor and no one wished to speak in opposition to the zoning request, so Mayor Craddock closed the public hearing. The Zoning Ordinance was then considered on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS AND LOCATION AND USE OF BUILDING-S, STRUCTURES AND LAND, DATED SEPTEMBER 29, 1980 (VOL. 54) BY ZONING LOT NOS. 104 AND 107 OF THE PARK/ADDITION, A/K/A 906 CHESTNUT, FROM "R-l" (SING~E::::FAMILY DWELLING DISTRICT) TO "D" (MULTI- FAMIt~,DWELLING DISTRICT). Mr. Farr moved to deny approval of the Ordinance on first reading and Mrs. Norris seconded the motion, which passed unanimously. The Ordin- ance will have no further reading and cannot come before the Council for approval before the lapse of one year, at which time it would have to be presented to the Zoning Commission again.
