2 Regular Meeting February 28, 1983 Page 2 Mayor Craddock introduced for consideration approval of revisions to the proposed Master Plan concerning the Library (P. IX-59). Mrs. Norris moved to approve the revision which would include micro-com- puter equipment to be provided with emphasis on immediacy of need, and Mr. Farr seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approv~of revisions to the proposed Master Plan concerning Parks and Recreation (P. IX-33). Mrs. Norris moved to approve the revisions which amends verbage to read "neighborhood parks" instead of "vest pocket parks" and to read "city parks" instead of "neighborhood parks", and Pgs. IX-44 and IX-46 to read "neighborhood park" instead of "vest pocket park", and Mr. Kreczmer seconded the motion. Bill Nicola addressed the Council con- cerning a bikeway be included in the Master Plan, and the Council's consensus was that they would favorably consider a specific proposal for a bikeway to be included in the Master Plan. The Council then voted unanimous approval of the Parks and Recreation revisions. Mayor Craddock introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING A MASTER PLAN FOR SAN MARCOS, TEXAS; REPEALING THE 1970 COMPREHENSIVE PLAN FOR SAID CITY; REQUIRING A PUBLIC HEARING PRIOR TO AMENDMENT OF THE MASTER PLAN AND DECLARING AN EFFECTIVE DATE. Mrs. Norris moved for approval of the Ordinance on second reading, as above revised, and Mr. Farr seconded the motion, which passed unani- mously. Mayor Craddock introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 33-8 OF THE CODE OF ORDINANCES, CITY OF SAN MARCOS, TEXAS, TO INCREASE THE FEES CHARGED BY PARTICIPATING COMMERCIAL TOWING AND WRECKER SERVICES FOR TOWS AUTHORIZED BY THE SAN MARCOS POLICE DEPARTMENT AND DECLARING AN EFFECTIVE DATE. Mrs. Norris moved to approve the Ordinance on second reading and Mr. Kreczmer seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of an Ordinance on third and final reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING ARTICLE V, ENTITLED "CODE OF ETHICS" OF CHAPTER 2, ENTITLED "ADMINISTRATION" OF THE CODE OF ORDINANCES, CITY OF SAN !1ARCOS, TEXAS, TO ESTABLISH THAT FINANCIAL DISCLOSURE STATEMENTS ARE OPEN TO THE PUBLIC; TO REQUIRE THAT CANDIDATES FILE A SWORN STATEMENT WITH THE CITY SECRETARY; TO DEFINE CANDIDATE, TO ELIMINATE AN OBSOLETE SUBSECTION AND DECLARING AN EFFECTIVE DATE. Mr. Brown moved for the adoption of the Ordinance on third and final reading and Mrs. Norris seconded the motion, which passed unanimously.
