<br /> 120 <br /> Regular Meeting February 14, 1983 Page 2 <br /> MOORE: Martin, Castoldi, Sullivan, Rodriguez, Morrisset, <br /> Morris. <br /> NORRIS: Martin, Castoldi, Sullivan, Rodriguez, Morrisset, <br /> Morris. <br /> The new appointments to the Central Texas Higher Education Authority <br /> will be Jerri Martin and Kathi Castoldi and the reappointments will <br /> be Patty Sullivan, Soila Rodriguez, John Morrisset and Kathy Morris. <br /> Mayor Craddock introduced for consideration the adoption of an Ordin- <br /> ance on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING ORDINANCE 1978-43 WHICH DE- <br /> TERMINED APPROPRIATIONS FOR REVENUE SHARING ENTITLEMENT <br /> NO. 10; AMENDING ORDINANCE 1982-41, ADOPTED SEPTEMBER <br /> 7, 1982, WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE <br /> EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE <br /> MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR <br /> BEGINNING OCTOBER 1, 1982, AND ENDING ON SEPTEMBER 30, <br /> 1983, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND <br /> PURPOSES OF SUCH ESTIMATE TO REVISE SAID ESTIMATES AND <br /> TO REAPPROPRIATE SAID FUNDS; ADOPTING SAID REVISIONS <br /> AND ESTIMATES AND DECLARING AN EMERGENCY. <br /> Mrs. Norris moved for the adoption of the Ordinance on emergency and <br /> Mr. Farr seconded the motion, which passed unanimously. On roll call <br /> the following vote was recorded: <br /> AYE: Brown, Farr, Craddock, Moore, Norris. <br /> NAY: Kreczmer. <br /> ABSTAIN: None. <br /> Mayor Craddock introduced for consideration the adoption of an Ordin- <br /> ance on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 2-3l OF THE CODE OF <br /> ORDINANCES OF SAID CITY TO PRESCRIBE THE NUMBER OF <br /> POSITIONS IN EACH CLASSIFICATION OF POLICEMEN AND <br /> FIREMEN EMPLOYED BY THE CITY OF SAN MARCOS, TEXAS, <br /> AND DECLARING AN EMERGENCY. <br /> Mrs. Norris moved for the adoption of the Ordinance on emergency and <br /> Mr. Moore seconded the motion. Walter Schuelke, president of the <br /> San Marcos Fire Fighters Association, addressed the Council, indicating <br /> the Association opposed the pay classification plan and thought it to <br /> be illegal under 1269m. He stated the plan was not equal pay for all <br /> under the same employment, as required by 1269m. City Manager Gonzalez <br /> stated the plan, as first presented at the time of the adoption of the <br /> budget, does meet 1269m requirements. Dan O'Leary, vice president of <br /> the San Marcos Fire Fighters Association, stated the plan was illegal <br /> and the firefighters would never equal each other in pay. The Council <br /> asked City Attorney Barbara Edwards if the plan were legal. She stated <br /> the glaring errors have been corrected, but that she was not satisfied <br /> that the police schedule meets 1269m. She was not certain about the <br /> fire department's schedule but did have concerns in the step schedule <br /> for the police department in that the plan did not specifically set out <br /> the period of time in the salary steps. After Council discussion the <br /> Council voted unanimously in favor of the adoption of the Ordinance. <br />
