<br /> 9~r; <br />CHAPTER I - AUTHORITY AND ADMINISTRATION <br />Section 1.10 - General: <br /> Our success and your individual success are directly related to your understanding of how <br />the City of San Marcos operates. The Employee Handbook contains general information and <br />guidelines describing the City's working environment and personnel policies. It serves as a <br />guide in making decisions in areas that directly affect all of us as employees. As policies are <br />reviewed and revised, the Employee Handbook will be updated and changes will be <br />communicated to you when they occur. You will want to keep the handbook available for <br />ready reference. <br /> Operating details of our various policies and programs are contained in other booklets that <br />will be given to you, or in manuals that are available for your review. <br /> ~ <br />Section 1.20 - Scope of Policies: <br />This Employee Handbook sets forth policies of general application to employees in all City <br />departments. To the extent that any provision of this Handbook conflicts with the provisions <br />of State Law applicable to Civil Service Employees, only the latter will govern. <br /> I <br />The City's goals are: <br />1. To promote quality public service. <br />2. To provide equal employment opportunity for all persons. <br />3. To conduct operations with due regard for the safety and health of City <br /> employees and the public. <br />4. To ensure a fair and equitable classification and compensation plan. <br />5.
