Customers are to place containers at curbside by <br /> 7:00 a.m. on the designated collection day, in order to <br /> insure collection. <br /> 3.02 Location of Containers for Collection - Customers are <br /> to place each container at curbside for collection. <br /> Curbside refers to that portion of right-of-way <br /> adjacent to paved or traveled City roadways (including <br /> alleys). Containers shall be placed as close to the <br /> roadway as practicable without interfering with or <br /> endangering the movement of vehicles or pedestrians. <br /> When construction work is being performed in the right- <br /> of-way, Containers shall be placed as close as practi- <br /> cable to an access point for the collection vehicle. <br /> Contractor may decline to collect any Container not so <br /> placed. <br /> 3.03 Storaqe Containers. Prior to the start-up of the <br /> collection service the Contractor shall deliver to each <br /> residential unit within the contract area wi th an <br /> eighteen ( 18) gallon heavy duty plastic recycling <br /> Container. Thereafter, the Contractor shall deliver a <br /> Container to new customers at the request of the City <br /> at no .charge, and shall deliver a replacement Container <br /> in existing customers at no charge if the customers <br /> turn in their old Containers to the Contractor. All <br /> Containers shall remain the property of the Contractor, <br /> but the City shall not be responsible for the care or <br /> use of them by customers, or for the return of them to <br /> the Contractor upon any termination of the Contract. <br /> Customers shall not be limited in the number of <br /> containers they place out for removal. Customers shall <br /> not be required to use containers provided by the <br /> Contractor for setting out materials for pickup. Lost <br /> or stolen containers can be purchased from the <br /> Contractor at a cost of $7.00 each. <br /> I <br /> 4.00 OPERATION <br /> 4.01 Hours of Operation - Collection of Recyclable Materials <br /> shall not start before 7:00 a.m. or continue after 7:00 <br /> p.m. on the same day. Exceptions to collection hours <br /> shall be effected only upon the mutual agreement of the <br /> City and Contractor, or when Contractor reasonably <br /> determines that an exception is necessary in order to <br /> complete collection on an existing collection route due <br /> to unusual circumstances. In no case shall collections <br /> occur after 10:00 p.m. <br /> 4.02 Routes of Collection - Collection routes shall be <br /> established by the Contractor. Contractor shall submit <br /> a map designating the collection routes to the City for <br /> its approval, which approval shall not be unreasonably <br /> withheld.
