Mayor Craddock introduced for consideration the adoption of a Resolu- tion, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS EXPRESSING INTENT TO PARTICIPATE IN A TRAFFIC SAFETY STUDY IN THE EVENT THE CITY OF SAN MARCOS, TEXAS RECEIVES A GRANT FROM THE TEXAS DE- PARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION; AND AUTHORIZING THE MAYOR OF SAN MARCOS TO SIGN AN APPLI- CATION (CONTRACT) FOR A STATE GRANT OF $21,000.00. Mr. Brown moved for the adoption of the Resolution and Mrs. Norris seconded the motion, which passed unanimously. Mrs. Norris commented that gates were needed to slow the traffic down at the Guadalupe railroad crossing. Mayor Craddock introduced for consideration the adoption of a Resolu- tion, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCO S, TEXAS, APPROVING A CERTAIN AMENDMENT TO AN AGREEMENT BETWEEN SAID CITY AND THE TEXAS DEPARTMENT OF HEALTH FOR SERVICES PURSUANT TO THE SPECIAL SUPPLE- MENTAL FOOD PROGRAM FOR WOMEN, INFANTS AND CHILDREN (WIC); AUTHORIZING THE CITY MANAGER OF SAID CITY TO EXECUTE SAID AMENDMENT AND DECLARING AN EFFECTIVE DATE. Mrs. Norris moved for the adoption of the Resolution and Mr. Farr seconded the motion. Irene Duncan and City Manager Gonzalez stated the financial reports will follow a new luideline, that it is simply a technical change. On roll call the fo lowing vote was recorded: AYE: Brown, Farr, Kreczmer, Craddock, Norris; NAY: Moore; ABSTAIN: None. Mayor Craddock introduced for consideration the adoption of a Resolu- tion, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT OF LEASE BETWEEN THE CITY OF SAN MARCOS, TEXAS, AND MILLER AND MILLER AUCTIONEERS, FOR A PORTION OF SAN MARCOS MUNICIPAL AIRPORT FOR THE PURPOSE OF CONDUCTING AN AUCTION OF HEAVY EQUIPMENT; AUTHORIZING THE MAYOR OF SAID CITY TO EXECUTE SAID AGREEMENT OF LEASE AND DECLARING AN EFFECTIVE DATE. Mrs. Norris moved for the adoption of the Resolution and Mr. Kreczmer seconded the motion. Mr. Farr moved our sanitation equipment be made available at this auction with the minimum bid set at the amount offered by BFI to start the auction (low bid), and Mrs. Norris seconded the motion, which passed unanimously. The Council then voted unanimous approval of the Resolution. Mayor Craddock introduced for consideration approval of a leasing policy for the Municipal Airport. During Council's discussion there was concern that the recommendations were too low. Mayor Craddock then moved that the matter go back to the Airport Commission for further consideration and Mrs. Norris seconded the motion, which passed unanimously.
