<br /> SECTION 12. That Kent Morrison shall be the clerk for <br />absentee voting for the School District. <br /> SECTION 13. That the main absentee polling place for <br />absentee voting by per sonal appearance for the City election is <br />City Hall, 630 East Hopkins Street in the City, and the temporary <br />branch absentee polling place for absentee voting by personal <br />appearance for the City election is the School Administration <br />Building, 501 S. L.B.J. Drive in the City. The main absentee <br />polling place for absentee voting by personal appearance for the <br />School District election is the School Administration Building, <br />501 S. L.B.J. Drive in the City, and the temporary branch <br />absentee polling place for absentee voting by personal appearance <br />for the School District election is City Hall, 630 East Hopkins <br />Street in the City. Absentee voting by personal appearance shall <br />be conducted during normal working days in the City Hall and in <br />the School Administration Building from April 15, 1991 through <br />April 3Ø, 1991, and the hours for absentee voting shall be from <br />8:00 a.m. to 5:00 p.m. <br /> SECTION 14. That absentee voting by mail ballot shall be <br />conducted in accordance with applicable provisions of the Texas <br />Election Code. The address of 630 East Hopkins, San Marcos, <br />Texas, 78666, shall be the absentee clerk's mailing address to <br />which ballot applications and ballots voted by mail may be sent <br />for the City. The address of 501 S. L.B.J. Drive, San Marcos, <br />Texas, 78666, shall be the absentee clerk's mailing address to <br />which ballot applications and ballots voted by mail may be sent <br />for the School District. <br /> Section 15. All absentee votes and other votes to be <br />processed in accordance with absentee voting procedures pursuant <br />to the Texas Election Code shall be delivered to the Absentee <br />Ballot Board at C.M. Allen Homes Office off River Road in said <br />City in accordance with the Election Code. The Absentee Ballot <br />Board shall consist of Presiding Judge Margie Villalpando and <br />Alternate Judge Soila Polanco. Absentee votes shall be counted at <br />the central counting station. The Absentee Ballot Board shall <br />perform in accordance with applicable provisions of the Election <br />Code. <br /> SECTION 16. That an electronic voting system, as the term <br />is defined in the Texas Election Code, shall be utilized in <br />connection with the election. This system shall be utilized for <br />all absentee voting as well as for all precinct voting conducted <br />on election day. Dr. Wilbon Davis is hereby appointed as <br />programmer, and he shall prepare a program for the automatic <br />tabulating equipment. Ample voting equipment sha 11 be provided <br />for ab sen tee voting and in each of the various precincts on <br />election day. The central counting station is established as the <br />Conference Room, San Marcos City Hall, 630 East Hopkins. <br /> SECTION 17. That the City Council of the City shall, by <br />resolution, appoint a Presiding Judge of the Central Counting <br />Station, a Tabulation Supervisor of the Central Counting Station, <br />and a Central Counting Station Manager, and any and all assistants <br />appointed by the Tabulation Supervisor shall be subject to the <br />approval of the City Council. <br /> SECTION 18. That the election shall be held under the <br />provisions of and in accordance with the provisions of the Charter <br />and Ordinances of the City of San Marcos, and in accordance with <br />the laws of the State of Texas. <br /> SECTION 19. That a copy of this Ordinance signed by the <br />Mayor of the City, attested by the City Secretary and approved by <br />the City Attorney, shall serve as proper notice of the election. <br /> SECTION 2Ø. That notice of the election including a <br />Spanish translation thereof, shall be published once in a <br />newspaper published in San Marcos on or after April 4, 1991 and on <br />or before April 24, 1991, shall be published a second time exactly <br />one week after the first publication, shall be posted at a public <br />place in each City election precinct in which the election is to <br />be held on or before April 15, 1991, and shall be posted on the <br />bulletin board at City Hall on or before April 15, 1991. <br />
