Anthony Reid, P.E. <br /> Freese and Nichols, Inc. <br /> 811 Lamar <br /> Fort Worth, Texas 761Ø2 <br /> Dear Mr. Reid: <br /> This Letter, upon your countersignature below, will constitute an <br /> agreement between the City of San ~1arcos and Freese and Nichols, <br /> Inc. for the performance of a water and wastewater utility rate <br /> study. <br /> At the direction of the San Marcos city Manager, Larry D. Gilley, <br /> Freese and Nichols will undertake the following tasks as part of <br /> this study: <br /> Task 1: Establish aLong-Range capital Improvement Program <br /> (a) Develop accurate projections of short-and long-term capital <br /> improvement costs. <br /> (b) Develop a \.¡ell-planned schedule of capital improvements to <br /> fit the City's financial capabilities and help avoid future <br /> "rate shock." <br /> (c) Prioritize capital improvements to the City water and <br /> wastewater systems based upon a thorough understanding of the <br /> technical design and operational aspects of these systems, <br /> with the objective of a smooth transition to increased <br /> service through a series of improvement phases that will not <br /> place an excessive financial strain on the City. <br /> (ð) Use all available capital planning documents and work closely <br /> with the City of San Marcos to reach its capital improvement <br /> objectives. <br /> Task 2: Review Historical Levels of Service and Project Future <br /> Levels of Service Through Fiscal 1995..;..1996. <br /> (a) Perform an in-depth look at the historical level of water and <br /> 'Vlastewater service, including considerations of population <br /> variations and weather conditions, through a comprehensive <br /> review of available operation and production records for a <br /> three-year period in cooperation with the City staff. <br /> Particular attention will be given to the impact the <br /> university population and the high percentage of apartment <br /> units have on the utility rates. <br /> a "san <br /> "'"'" <br />
