Freese and Nichols, Inc. 811 Lamar Fort Worth, Texas 761Ø2 Dear Mr. Reid: This Letter, upon your countersignature below, will constitute an agreement between the City of San ~1arcos and Freese and Nichols, Inc. for the performance of a water and wastewater utility rate study. At the direction of the San Marcos city Manager, Larry D. Gilley, Freese and Nichols will undertake the following tasks as part of this study: Task 1: Establish aLong-Range capital Improvement Program (a) Develop accurate projections of short-and long-term capital improvement costs. (b) Develop a \.¡ell-planned schedule of capital improvements to fit the City's financial capabilities and help avoid future "rate shock." (c) Prioritize capital improvements to the City water and wastewater systems based upon a thorough understanding of the technical design and operational aspects of these systems, with the objective of a smooth transition to increased service through a series of improvement phases that will not place an excessive financial strain on the City. (ð) Use all available capital planning documents and work closely with the City of San Marcos to reach its capital improvement objectives. Task 2: Review Historical Levels of Service and Project Future Levels of Service Through Fiscal 1995..;..1996. (a) Perform an in-depth look at the historical level of water and 'Vlastewater service, including considerations of population variations and weather conditions, through a comprehensive review of available operation and production records for a three-year period in cooperation with the City staff. Particular attention will be given to the impact the university population and the high percentage of apartment units have on the utility rates. a "san "'"'"
