<br /> 69 <br /> Regular Meeting April 25, 1983 Page 2 <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br /> WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br /> OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br /> 29, 1980 (VOL. 54) BY CHANGING THE ZONING OF 16.00 <br /> ACRES OUT OF THE J. M. VERAMENDI LEAGUE NO. 1 IN <br /> HAYS COUNTY, TEXAS, AND BEING A PART OF THAT CER- <br /> TAIN TRACT OF LAND IN THE CITY OF SAN MARCOS, TEXAS, <br /> CONVEYED TO I SOM H. HALE IN VOLUME 324, PAGE 540 OF <br /> THE HAYS COUNTY DEED RECORDS (LOCATED ON REDWOOD ROAD), <br /> FROM "R-l" (SINGLE-F~ILY DWELLING DISTRICT) AND "R-2" <br /> (DUPLEX OR TWO-FA~ILY DWELLING DISTRICT) TO "M" (SINGLE, <br /> DUPLEX, MULTIPLE FAMILY DWELLINGS AND NEIGHBORHOOD BUSI- <br /> NESS). <br /> Mayor Craddock opened the public hearing and asked if anyone wished <br /> to speak in favor of the zoning change request. Isom Hale stated he <br /> wanted to have the zoning changed and build an apartment project on <br /> the front portion of the acreage and eventually place a retirement <br /> village in the rear portion of the property. Mr. Schultze reviewed <br /> with the Council a layout of the intended projects. No one else <br /> wished to speak in favor or against the zoning request, so Mayor <br /> Craddock closed the public hearing. Mr. Brown moved to approve the <br /> Ordinance on first reading and Ms. Kissler seconded the motion, <br /> which passed unanimously. <br /> Mayor Craddock introduced for consideration the adoption of an Ordin- <br /> ance on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING ORDINANCE 1982-41, ADOPTED <br /> SEPTEMBER 7, 1982, WHICH SET FORTH AN ITEMIZED ESTIM- <br /> ATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE <br /> UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE <br /> FISCAL YEAR BEGINNING OCTOBER 1, 1982, AND ENDING ON <br /> SEPTEMBER 30, 1983, AND APPROPRIATED MONEY FOR THE <br /> VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE TO REVISE <br /> SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPT- <br /> ING SAID REVISIONS AND ESTIMATES AND DECLARING AN <br /> EMERGENCY. <br /> City Manager Gonzalez was asked about the amendment for the Airport. <br /> He stated it was in connection with an FAA grant to prohibit struc- <br /> tural growth and the City could possibly include the amount in a future <br /> FAA grant for possible reimbursement. Mr. Kreczmer stated he objected <br /> to touching the fund balance and not sticking with the adopted budget. <br /> Ms. Kissler moved to amend the Ordinance to be approved on first reading <br /> and Mr. Brown seconded the motion. On roll call the following vote was <br /> recorded: <br /> AYE: Brown, Guerra, Craddock, Kissler, Moore. <br /> NAY: Kreczmer. <br /> ABSTAIN: None. <br /> Mayor Craddock introduced for consideration the adoption of an Ordin- <br /> ance on emergency, the caption which was read as follows: <br />
