69 Regular Meeting April 25, 1983 Page 2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER 29, 1980 (VOL. 54) BY CHANGING THE ZONING OF 16.00 ACRES OUT OF THE J. M. VERAMENDI LEAGUE NO. 1 IN HAYS COUNTY, TEXAS, AND BEING A PART OF THAT CER- TAIN TRACT OF LAND IN THE CITY OF SAN MARCOS, TEXAS, CONVEYED TO I SOM H. HALE IN VOLUME 324, PAGE 540 OF THE HAYS COUNTY DEED RECORDS (LOCATED ON REDWOOD ROAD), FROM "R-l" (SINGLE-F~ILY DWELLING DISTRICT) AND "R-2" (DUPLEX OR TWO-FA~ILY DWELLING DISTRICT) TO "M" (SINGLE, DUPLEX, MULTIPLE FAMILY DWELLINGS AND NEIGHBORHOOD BUSI- NESS). Mayor Craddock opened the public hearing and asked if anyone wished to speak in favor of the zoning change request. Isom Hale stated he wanted to have the zoning changed and build an apartment project on the front portion of the acreage and eventually place a retirement village in the rear portion of the property. Mr. Schultze reviewed with the Council a layout of the intended projects. No one else wished to speak in favor or against the zoning request, so Mayor Craddock closed the public hearing. Mr. Brown moved to approve the Ordinance on first reading and Ms. Kissler seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration the adoption of an Ordin- ance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING ORDINANCE 1982-41, ADOPTED SEPTEMBER 7, 1982, WHICH SET FORTH AN ITEMIZED ESTIM- ATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1982, AND ENDING ON SEPTEMBER 30, 1983, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPT- ING SAID REVISIONS AND ESTIMATES AND DECLARING AN EMERGENCY. City Manager Gonzalez was asked about the amendment for the Airport. He stated it was in connection with an FAA grant to prohibit struc- tural growth and the City could possibly include the amount in a future FAA grant for possible reimbursement. Mr. Kreczmer stated he objected to touching the fund balance and not sticking with the adopted budget. Ms. Kissler moved to amend the Ordinance to be approved on first reading and Mr. Brown seconded the motion. On roll call the following vote was recorded: AYE: Brown, Guerra, Craddock, Kissler, Moore. NAY: Kreczmer. ABSTAIN: None. Mayor Craddock introduced for consideration the adoption of an Ordin- ance on emergency, the caption which was read as follows:
