<br /> Procedure <br /> The City will use these funds to subcontract with the Edwards Aquifer Research <br /> and Data Center (EARDC), Southwest Texas State University (SWT) , to develop the <br /> final stages of the City WHP Program. In coordination with TWC, EARDC will develop <br /> a workable ordinance, public education program, and management plan for the WHP. <br /> The City will contribute 8% of the total project direct cost toward the indirect cost. <br /> Details of tasks to be performed in this project are as follows: <br /> Compile the Existing Data <br /> (b) EARDC will compile available data on Well Head Protection areas (WHPA) and <br /> contaminant sources and conduct literature reviews on development and <br /> implementation of WHP management plans and public education programs from <br /> other cities. EARDC staff will coordinate with TWC to revise the delineated areas <br /> using more accurates method and will update the contaminant source inventory <br /> list. <br /> (b) EARDC will review all existing relevant ordinances e.g. Zoning, Subdivision, <br /> Environmental, Watershed Solid Waste, Waste Water, Septic Tank, Hazardous <br /> Waste, etc., to determine what protection existing ordinances provide for the <br /> WHPA adopted by the City Council. <br /> Public Education Program <br /> (a) Develop public information outreach program for WHP, such as pamphlets to be <br /> distributed with utility bills. The information may include description of the <br /> program, how to handle and dispose toxic wastes, and promotion of public <br /> participation and involvement in WHP program. <br /> (b) Create a WHP Task Force consisting of elected Officials, community leaders, and <br /> city administrators who will be involved with implementation of the WHP Program <br /> and send the members to the 6th Annual Ground Water Seminar sponsored by the <br /> TWC on September 11, 1991, in San Antonio, Texas. The conference will focus <br /> on groundwater pollution and WHP Programs. Upon returning from the seminar, <br /> members of the task force will provide a speaker's service to civic, church, <br /> professional, and neighborhood associations within the WHPA. <br />
