<br /> (c) Coordinate with TWC to create an educational program for the city personnel who <br /> may be directly and indirectly involved in implementation of WHP Program. <br /> Development of Well Head Protection Ordinance (WHPO) <br /> (a) Draft of WHPO; revising and defining WHPA; integrating WHPA into existing city <br /> ordinances; regulating the construction, rehabilitation, use and plugging of wells <br /> within the WHPA; designating a WHP Administrator and defining his/her duties <br /> and responsibilities; setting for penalties for violation thereof. <br /> (b) Coordinate and conduct 3 or more public meetings within the WHPA to educate <br /> and seek input from residents, businesses and owners of land that will be affected <br /> by the proposed WHPO. <br /> (c) Review input from public hearings, coordinate with other relevant agencies; Hays <br /> County, Edwards Underground Water District (EUWD); TWC and (i) produce final <br /> draft of proposed amendments to existing city ordinances implementing the WHP <br /> plan. (b) Produce final draft of the WHPO for consideration by the San Marcos City <br /> Council. <br /> Other Management Plans <br /> (a) Develop contingency plans for alternative water supplies in cases of <br /> contamination. Develop plans for timely cleanup in cases of highly toxic <br /> contamination and have the plans tested and practiced in the field situations. <br /> (b) Upon adoption of the WHPO by the City Council, monitor implementation and <br /> develop appropriate review criteria. <br /> (c) Plan for the future well locations. <br /> Report <br /> (a) Three quarterly reports, as required by EPA, summarizing funds expended, rate of <br /> expenditure, funds to be expended in the next period, tasks completed, problems <br /> encountered, tasks to be undertaken in next period, and results achieved to date. <br />
