MOTION: Upon a motion made by Council Member Becak and a second by Council Member <br />Porterfield, the City Council voted for (4) for, three (3) absent from the dais, Council Member <br />Prather, Council Member Thomason, and Mayor Pro Tem Thomaides, and none (0) opposed, to <br />enter closed session. The motion carried. <br />5. Consider adoption or direction to Staff on matters discussed in Executive Session. <br />The Council reconvened into open session at approximately 7:01 p.m. The Council provided <br />direction to Staff to bring back an Economic Development Policy. No further direction was <br />provided. <br />6. Receive a Staff presentation and hold discussion regarding the 5 year Street Overlay <br />Program, the Sidewalk Repair and Construction Plan and CIP Plan, and provide <br />direction to Staff. <br />Sabas Avila, Assistant Director of Public Services — Transportation, John Foreman, Chief <br />Planner, Kenny Skrobanek, GIS Analyst, and Will Parrish, Planning Technician provided the <br />Council with presentations regarding the 5 year Street Overlay Program, the Sidewalk Repair <br />and Construction Plan and CIP Plan. Following discussion the Council directed Staff to bring <br />back policy regarding fee in lieu, for Staff to look for grants and to include sidewalks in the CIP. <br />7. Invocation <br />A moment of silence was observed. <br />8. Pledges of Allegiance - United States and Texas <br />Council Member Jude Prather led the council pledges. <br />9. 30 Minute Citizen Comment Period <br />Dianne Wassenich, SMRF, addressed the Council regarding the Buie contract and the <br />organizations opposition of it. She also spoke about her opposition against the Casey <br />Development project and the environmental impacts that would be caused. She asked that the <br />council not approve the street abandonment, and to deny this project and obey the old and new <br />master plan. <br />Jean Pierre Metereau, San Marcos, no present. <br />Rebecca Bell Metereau, San Marcos, addressed the Council regarding the Buie Tract <br />reassignment and hopes the Council will side with the citizens. She addressed the environmental <br />sensitivity of this tract and how the development would destroy the sensitive ecosystem. She <br />stated that this rent by the bedroom apartments are a bad idea. Please deny this request. <br />Floyd Weckerly, San Marcos, addressed the Council about the karst features that are on the Buie <br />tract and the organisms that would be impacted should they be destroyed or harmed. <br />
