Chris Murr, San Marcos, addressed the Council regarding the recent installation of utility poles <br />at his home. There was a 3rd pole installed and he complained about the installation of lighting <br />and the fact that there are already 2 poles on the property. He continued that this has degraded <br />the aesthetics of his home. He stated that he was not asked about it being placed and he asked <br />that the City relocate the pole, and asked the Council to create a policy that would mitigate this <br />process. <br />Melissa Derrick, San Marcos, addressed the Council regarding the Buie Tract. She asked that it <br />be postponed so that another geological survey could be done. <br />Renea Hicks, yielded the time to Joe Ptak, who addressed the Council in opposition of the Buie <br />Tract agreement. He stated that he stands behind the Franklin Square HOA and that we need to <br />protect the integrity of our neighborhoods. He stated that there needs to be a balance, but we <br />have to be able to communicate in an open and honest manor. <br />Frances Breihan, 111 W. Hillcrest, addressed the Council regarding the opposition of the <br />building of multifamily projects being built in single family neighborhoods. She stated that we <br />are losing good people to other communities and that the Council can control that. She stated <br />that the Council must listen to the residents and not the developers. She believes that we have <br />become a noisy traffic nightmare. She also stated that the Sessom project is a horrible project <br />and to destroy another open space is unthinkable and asked the Council to deny this project. <br />Jim Garber, San Marcos, addressed the Council regarding the rumor that he and his friends are <br />anti development. That is not true. He spoke in favor of Darren Casey's project on Thorpe lane <br />and on Concho Street. They are both consistent with the master plans and they don't object to <br />those. However, he spoke against the Sessom project and asked the Council to deny the project. <br />They welcome development and it is the road to prosperity and if we follow our Comprehensive <br />Master Plan we will do it right. <br />Ann Whitus, 108 Spring Hollow Cove, addressed the Council regarding the Buie Tract item <br />regarding the density. She continued with her concerns regarding the traffic impact caused by <br />The Retreat and how this would further affect this area. She asked the Council to do everything <br />to protect the families that have been in this area for a long time. <br />Consent Agenda <br />IO.Consider approval of the following: May 28, 2013, Special Called Meeting Minutes June <br />4, 2013, Regular Meeting Minutes <br />I l._Consider approval of Ordinance 2013 -27, on the second of two readings, revising the <br />Building Permit Fee Schedule previously adopted by Ordinance 2013 -04 by setting a <br />maximum fee of $3,000 per protect for deck, patio, and roof projects; making this <br />change retroactive to January 1, 2013; authorizing the City Manager to refund building <br />permit fees paid on after January 1, 2013 in excess of the $3,000 per project limit set by <br />this Ordinance; providing a savings clause; providing for the repeal of any conflicting <br />provisions; and providing an effective date. <br />
