or against Ordinance 2013 -29, related to the Casey Develop ment- Sessom Drive Multi <br />Family Project located at Sessom Drive and Loquat Street, contained within 9 587acres, <br />more or less, of land out of the Park Addition, First and Second Division and consisting <br />of _a 7.885 acre development tract, being Lots 36 -39, 40 -44 and 50 -58 and existing Public <br />Rights -of -Way and a 1.702 acre open space tract, being Lots 59 -62, part of Lot 63 and <br />an existing Public Alley: approving an amendment to the Future Land Use Map of the <br />City from LDR Low Density Residential to MU Mixed Use for the 7.885 acre <br />development tract; amending the Official Zoning May of the City by rezoning said 7.885 <br />acre tract from SF -6 Single- Family Residential District to VMU Vertical Mixed Use <br />District; establishing a PDD Planned Development Overlay District over the entire 9.587 <br />acre tract; approving Planned Development District standards for the district; including <br />procedural provisions; and providing for penalties; and consider Ordinance 2013-29. <br />Matthew Lewis, Director of Development Services, provided a brief presentation. <br />Mayor Daniel Guerrero opened the public hearing at 7:40 p.m. <br />None spoke in Favor. <br />The following spoke in opposition: <br />Meredith Murray, San Marcos, yielded time to Renae Hicks. <br />Vincent Debrock, San Marcos, yielded time to Renae Hicks. <br />Ted Breihan, San Marcos, yielded time to Renae Hicks. <br />All above yielded their time to Renae Hicks, an Attorney out of Austin that specializes in land <br />use. He stated that he believed this developer was expecting special treatment. The staff and <br />P &Z opposed this project. He thinks they reflect the serious issue with this project. This would <br />bring a detriment to the surrounding lands. He stated that the traffic issues are a huge issue, and <br />that the developer stated that they would do a study, but who would do something about the <br />study? The cut and fill is also a huge issue. They are asking for massive excuses of the Cities <br />codes and stated that they could provide engineered solutions. He stated that this is the wrong <br />project at this place. <br />Jane Hughson, addressed the Council regarding the project not being in compliance with the <br />master plan. She asked Council to deny this project. <br />Betsy Robertson, addressed the Council as the President of CONA. She stated that they believed <br />this location is not the correct place for this project. The parkland that is being donated is far <br />from the neighborhood, and will more than likely be used by residents of the project. Taking a <br />larger view we have to ask if we need to add any more apartments. She asked to deny this <br />project. <br />
