INTRODUCTION
This report analyzes the results of a citizen survey
conducted the months of November, 1990 and February, 1991 of
residents of San Marcos, Texas. The principle investigators
were asked to assist city planning staff in developing,
administering, and analyzing the survey which was designed to
examine citizen opinion in a number of areas including
ratings of city services; evaluations of the city,
neighborhoods, and local 9overnment; sources of information
about the city and city government; attitudes about growth,
costs of services, current and future problems, and economic
development activities; participation in various civic and
recreational activities¡ and attitudes about conservation,
recycling opportunities, and general environmental issues.
In conjunction with planning staff, investigators
developed the survey instrument early in the fall of 1990.
The instrument as finally approved for administration is
included as Appendix A of this report.
In addition to presenting the overall results, this
report also examines attitudes accounting for four
significant features of respondents: respondent status
(whether respondents were permanent city residents Gr
students enrolled at Southwest Texas State University),
sector or neighborhood of residency, race and ethnicity, and
whether respondents lived in the extra-territorial
1
