llO
Regular Meeting May 23, 1983 Page 3
the amendments, so Mayor Craddock closed the public hearing. Mr.
Brown moved for approval of the Ordinance on first reading and Mr.
Farr seconded the motion. The Ordinance as presented proposes re-
moving bars and nightclubs as a specific use in a commercial dis-
trict. Joe Garza recommended to the Council identifying bars and
nightclubs as a permitted use in a commercial district, so long as
they have a conditional use permit. Mr. Brown moved to amend the
Ordinance to incorporate Joe Garza's recommendation and for the
public hearing appeals process to come before the Council, and Mr.
Moore seconded the motion, which passed unanimously. During further
discussion the Council directed that the Ordinance be reviewed by
the Planning and Zoning Commissions and for their recommendations
to come before the Council at the June 27 Regular Council Meeting.
Since the Ordinance was not approved on first reading, the amend-
ment was not incorporated into the Ordinance but can be reconsidered
when it comes before the Council for a public hearing and first
reading at the June 27 meeting.
Mayor Craddock introduced for consideration approval of an Ordinance
on second reading, the caption which was read as follows:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN
MARCOS, TEXAS, AMENDING CHAPTER 5, WHICH CHAPTER IS
ENTITLED "BUILDINGS AND BUILDING REGULATIONS", OF
THE CODE OF ORDINANCES OF SAID CITY, TO REDEFINE
QUALIFICATIONS FOR MEMBERS OF THE BOARD OF ADJUST-
MENTS AND APPEALS OF SAID CITY AND DECLARING AN EF-
FECTIVE DATE.
Mr. Moore moved for approval of the Ordinance on second reading and
Ms. Kissler seconded the motion, which passed unanimously.
Mayor Craddock introduced for consideration the adoption of a Resolu-
tion, the caption which was read as follows:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
MARCOS, TEXAS, RATIFYING THE EXECUTION BY THE CITY
MANAGER OF SAID CITY OF AN APPLICATION FOR ASSISTANCE
FROM THE GOVERNOR'S CRIMINAL JUSTICE DIVISION FOR A
CADETS ON PATROL PROJECT AND DECLARING AN EFFECTIVE
DATE.
Mr. Farr moved for the adoption of the Resolution and Mr. Brown se-
conded the motion. Chief Galchutt introduced Officer Carl Deal who
reviewed the grant and the following grant with the Council. He
stated the City's portion for the first year would be $6,395.00 if
granted. The Council unanimously adopted the Resolution.
FROM THE GOVERNOR'S CRIMINAL JUSTICE DIVISION FOR A
CRIME PREVENTION COORDINATOR AND DECLARING AN EFFECT-
IVE DATE.
Mr. Guerra moved for the adoption of the Resolution and Ms. Kissler
seconded the motion. Mr. Deal stated the City's portion would be
$1,640.00. He stated San Marcos had received the remainder of the
funds CAPCO had for funding, and that the money would be available
September 1, 1983. The Council unanimously adopted the Resolution.
