Regular Meeting July 3, 2007 Page 4 <br />MANAGER TO EXECUTE THE APPROPRIATE DOCUMENTS RELATED TO THIS CONTRACT <br />EXTENSION ON BEHALF OF THE CITY AND DECLARING AN EFFECTIVE DATE. <br />Mayor Narvaiz introduced for consideration Item 14, removed from the <br />consent agenda, approval of an Ordinance on second reading, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ADOPTING A REVISED SAN MARCOS HORIZONS CITY MASTER PLAN SECTOR FOUR <br />PLAN; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mr. Guerrero moved for approval of Ordinance on second reading, and Ms. <br />Robertson seconded the motion. Ms. Anderson stated this proposed Ordinance <br />is to update the Sector 4 Plan, which were out of date. Mr. Jones inquired <br />to why the proposed Ordinance does not change Southwest Texas University to <br />Texas State University. Ms. Anderson stated the original plan was a <br />snapshot in time. She stated the goal is to not go back and change the <br />narrative of the original document. The technical material has changed; <br />original data is in its old form. She also stated they can make changes in <br />the future. Mr. Jones stated he feels this Plan should be more along the <br />lines of using current information. Cecil Pennington, Assistant Director of <br />Planning and Development, stated the purpose of the updates are to update in <br />a concise manner like current zoning information. He stated Staff <br />approached the Planning and Zoning Commission to create a usable document <br />not amend text in the original document. The demographics are based on the <br />2000 Census. The Council requested the Staff to bring back updated <br />information. The Council then voted unanimously for approval of Ordinance <br />on second reading. <br />Mayor Narvaiz introduced for consideration Item 17, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AUTHORIZING THE PURCHASE OF TWO PARCELS OF LAND TOTALING 0.907 ACRES, <br />MORE OR LESS, FOR A UTILITY EASEMENT IN CONNECTION WITH THE MCCARTY <br />ROAD 16 INCH WATER MAIN PROJECT; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE ALL NECESSARY DOCUMENTS IN CONNECTION WITH THIS PURCHASE; AND <br />DECLARING AN EFFECTIVE DATE. <br />Mr. Guerrero moved for adoption of the Resolution, and Ms. Couch seconded <br />the motion. Mr. Bose inquired to the location of the easements being <br />purchased. Ms. Anderson stated the easements extend from McCarty Road at <br />Hunter Road, turns South on Hunter Road to the Barnes tract, continues <br />under IH -35 towards the Outlet and Conference Center. Mr. Bose inquired to <br />whether this waterline will tie in to the hotel. Ms. Anderson stated yes <br />this line will tie into the hotel surface water pressure plan and then tie <br />
