Regular Meeting July 3, 2007 Page 9 <br />Mayor Narvaiz introduced a discussion regarding funding CDBG Staple Road <br />Sidewalk Project and direction to Staff. Mr. Mendoza stated the City <br />received three bids on this project, which all three came in over budget. <br />He stated Janis Hendrix, CDBG Coordinator, provided some options. He <br />stated the Council can direct funds that are allocated for another sidewalk <br />project (Guadalupe sidewalk) be transferred to this project in order to get <br />it finished. He stated Staff discovered during the neighborhood meeting <br />their desire was more than laying 4 foot sidewalks, which is an additional <br />cost of $80,000.00. He stated new driveways will be required along Staples <br />Road and the sidewalk will need to run through the driveway. He stated <br />Staff can reapply for CDBG funding for the Guadalupe sidewalk project next <br />year. Mayor Narvaiz inquired to how the shortfall occurred. Mr. Mendoza <br />stated CDBG projects are done in a two year process; the 1st year Staff does <br />engineering cost with a cost estimate; 2nd year apply for construction <br />costs. Mr. Thomaides inquired to the proposed asphalt driveways. Mr. <br />Mendoza stated the continuous sidewalk and the driveway will match, which <br />specified a thicker base for the sidewalk. Mr. Guerrero stated he feels <br />these issues should have been presented to the Council during the first <br />discussion on this project. He stated the City needs to get this project <br />done. Mayor Narvaiz stated Council needs to find a balance in what can be <br />afforded without taking from another project and setting that project back. <br />The Council agreed by consensus is to get this project done. <br />Mayor Narvaiz introduced an Executive Session pursuant to the Government <br />Code, Section 551.074, to discuss duties of public officers (Council <br />Members), Section 551.087, to discuss commercial or financial information <br />the City has received from a business prospect that the City seeks to have <br />locate, stay or expand in or near the City and with which the City is <br />conducting economic development negotiations, or to deliberate the offer of <br />a financial or other incentive to such a business prospect (Development <br />Proposal - Economic Development Contract). The Council adjourned into <br />Executive Session at 9:37 p.m. <br />Mayor Narvaiz announced the Council would reconvene at 11:12 p.m. <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />discussed the duties of Council Members. He stated the Council also <br />received an update and provided direction regarding Economic Development <br />Contract. <br />The meeting adjourned at 11:14 p.m. on a motion made by Mr. Guerrero and <br />seconded by Mr. Jones. <br />
