She stated Staff <br />should supply the data, then it is up to the policy makers to make the <br />decision, and Staff to implement the policy. Ms. Robertson inquired to <br />what the Council will get out of this Workshop, a policy or education. <br />Mayor Narvaiz stated she would like to get information to write a policy. <br />She stated she hoped this Workshop is an educational session to see if <br />Council wants to adopt the Mayor Climate Protection or adopt our own policy. <br />Mayor Narvaiz introduced a discussion regarding City's population and <br />direction to Staff. Mr. O'Leary provided the Council with maps of the <br />proposed 50,000 population of the City, ETJ and Uhland ETJ Expansion. He <br />stated the Council does not need to make a decision at this time. Ms. <br />Robertson inquired to what the cost of this will be to the City. Cecil <br />Pennington, Assistant Director of Planning Development, stated there will <br />not be a big difference at this time, but there will be a need for two <br />additional Staff members. The Council agreed by consensus to bring a <br />Resolution to adopt the City's population of 50,000. <br />Mayor Narvaiz introduced a discussion regarding the Hopkins Street <br />Pedestrian Bridge and direction to Staff. Mr. O'Leary stated this project <br />is under funded, but we will not know the exact amount of additional <br />funding needed until this project goes out for bid. Mr. Thomaides stated <br />he requested this discussion because the original proposal was to replace <br />the old bridge. He stated the sidewalks that lead to this bridge have <br />already been built. He stated he spoke with Ms. Anderson about what the new <br />bridge would look like. He stated it is a custom bridge, which will have <br />to be made in sections and lowered in. He stated the issue with the bridge <br />is the appearance and lighting options. He has asked the Engineering <br />Department to come up with ways to tie the bridge aesthetically into the <br />surrounding Park areas. Ms. Robertson stated this bridge and sidewalk <br />should have lighting. She inquired to the bridge being purchased with <br />CDBG funds and has not gone out for bids yet. Mr. O'Leary stated we apply <br />for CDBG funding with an estimate, but we do not know the cost until the <br />project goes out for bids. Mayor Narvaiz inquired to the cost for an <br />Engineer to add lighting options. Richard Mendoza, Director of Public <br />Works, stated there would be a minimal cost, but can explore if the Council <br />provides directions to do so. Mr. Jones inquired to the increase of cost. <br />Mr. Mendoza stated the increase in costs is the better design in the piers <br />and abutments and the City did have to do additional environmental studies. <br />He stated a 195 feet span involved a larger crane which was not <br />anticipated. Mr. Thomaides stated he knew this project was not being <br />funded entirely with CDBG funds. Mayor Narvaiz stated she knew this <br />project was being done in phases. She stated she does not feel shortcuts <br />should be taken on this project, but her concern is that this wasn't the <br />first time Council discussed this project. The Council agreed by consensus <br />to have Staff bring back final cost and have a financial discussion on this <br />project. <br />
