Mr. Fraugh stated they can look <br />into this service. Ms. Robertson inquired to whether individuals would have <br />to pay for additional bins or a reduction if they requested a smaller bin. <br />Mr. Faugh stated getting a second bin is not a problem and there is not a <br />reduction in pay for a smaller bin. Mr. Guerrero inquired to where San <br />Marcos ranks with their services. Mr. Beard stated San Marcos is unique <br />because of the free services provided and the twice a week trash pick up. <br />He stated there is no way to compare San Marcos to other Cities. Mayor <br />Narvaiz inquired to the free services. Mr. Beard stated trash pick up at <br />the Parks, Fire Stations, Police Department, and the different cleanup like <br />the brush collection, river and Neighborhood Clean -Ups. The Council agreed <br />by consensus to look at the different options TDS can provide with a cost <br />list and bring back to the Council for review and negotiations for the <br />extension of the contract. <br />Mayor Narvaiz introduced a discussion regarding options of using Wastewater <br />Winter Average Billing for Fiscal Year 2007 -08 and direction to Staff. Mr. <br />O'Leary stated during the Fiscal Year 2006 -07 Budget discussions, Council <br />discussed the possibility of using Wastewater Winter Average in the future. <br />He stated Tony Bagwell of HDR, Inc., is here to present the impact of using <br />Wastewater Winter Average during the Fiscal Year 2007 -2008 year on revenues <br />of the Water /Wastewater Enterprise Fund and the impact on Wastewater <br />customers. Mr. Bagwell provided a powerpoint presentation regarding <br />consideration of the Average Winter Water use method of billing of <br />residential Wastewater Services. He stated the City currently uses a <br />capping approach and the averaging approach for winter months would fairly <br />bill those customers with large indoor water use. Mr. Thomaides stated if <br />the customer has a change in water usage, this would be reflected. Mr. <br />Bagwell stated yes, the changes in water usage would be reflected and there <br />are people who will try to beat the system. Mr. O'Leary stated the <br />Wastewater system charges just enough to operate. He stated they can put <br />together figures for the revenue neutral winter average concept and bring <br />this information back to Council. Ms. Robertson inquired to the purpose of <br />capping winter water averaging. Mr. Bagwell stated this is done to guard <br />against a hot winter. The Council agreed by consensus for Staff to bring <br />the revenue neutrals and the pros and cons back to Council in one month. <br />Mayor Narvaiz introduced a discussion regarding setting a date for a <br />Workshop on the U.S. Mayors' Climate Protection (proposed date: Thursday, <br />July 19, 2007 at 6:00 p.m.) and direction to Staff. Ms. Robertson inquired <br />to who will be presenting and preparing the information for the Workshop. <br />Mr. Thomaides recommended the Workshop be held in August. Ms. Couch stated <br />she would like for the Workshop to be held in September. Mayor Narvaiz <br />recommended the City Clerk's Office contact the Council with different date <br />options and then bring the date back to Council for approval. Mayor <br />Narvaiz stated she feels like Staff should bring back data and Council may <br />
