On second roll call for appointment to <br />fill a vacancy, the following vote was recorded: <br />Howard: Thomaides, Bose and Robertson. <br />Conley: Couch, Narvaiz, Guerrero and Jones. <br />Mayor Narvaiz introduced a discussion and receive a presentation from Texas <br />Disposal Systems and direction to Staff. Mr. O'Leary stated Texas Disposal <br />Systems provides all residential solid waste collection and disposal <br />services for the City. He stated they are currently in the final year of a <br />5 -year contract that includes the option to extend for two additional 5 -year <br />periods. The City has requested TDS explore solid waste service <br />alternatives, including provisions for recycling and commercial service <br />level changes. Ryan Beard, TDS, provided the Council with Municipal Waste <br />Contract Summary. He reviewed the Service Overview, Service Overview Chart <br />and San Marcos Community Outreach Survey. He stated he met with Mr. O'Leary <br />and Mr. Thomaides to discuss different ideas. He stated TDS began servicing <br />San Marcos in 2003 and the number of complaints has dropped. Mr. Guerrero <br />inquired to how complaints are collected. Mr. Beard stated all complaints <br />come into the Public Works Department and the City keeps track of <br />complaints. Mr. Bose inquired to the items TDS currently accepts. Mr. <br />Beard stated TDS currently accepts plastic 1 and 2, glass, aluminum, steel, <br />and tin, but currently we do not collect cardboard. He stated extended <br />services would be in plastic, handling brush with a centralized drop off <br />spot and centralize a place for cardboard. He stated TDS would also like <br />there to be one service provider for commercial and residential, which would <br />increase City revenues and there would be less wear and tear on the roads, <br />and less trucks in San Marcos. Mr. Thomaides stated he met with Mr. Beard <br />and Mr. O'Leary for education on the recyclables and additional services. <br />He stated he would like to see TDS put together a menu with cost for <br />optional services. Ms. Robertson stated she would like to see the cost of <br />going to once a week pickup. She inquired to how many people put their bin <br />out twice a week. Mr. Beard stated 650 of the residential customers put <br />their trash out on first day; 350 on second day. He stated currently TDS is <br />running two trucks in San Marcos and the customers have increased, and TDS <br />will need to add an additional truck if the contract continues at twice a <br />week pick up. Mr. Guerrero inquired to number of trash pickups the other <br />municipalities with Universities provide. Mr. Beard stated TDS has over 50 <br />contracts with municipalities and only 3 of them do twice a week trash pick <br />up. Mr. Jones stated he would like to look into the commercial services. <br />Mr. Bose inquired to the number of houses a truck services. Mr. Beard <br />stated one truck services 800 homes a day. Mr. Thomaides stated on the <br />Citizens Survey, recycling issues were brought up. Mr. Jones stated the <br />
