of July 2012. However unemployment has a disparate impact based on race and <br />ethnicity, particularly among African - Americans. Between 2006 and 2010, 10.4 <br />percent of White persons age 16 and over reported being unemployed. Hispanic <br />persons in the same age group reported a 6.5 percent unemployment rate and <br />the data for African - Americans showed 21.0 percent unemployment rate. <br />Income is a major factor contributing to fair housing choice. An estimated 49.4 <br />percent of White households, 35 percent of African - American households and <br />45.2 percent of Hispanic households have incomes of less than $25,000. The <br />entire City of San Marcos is comprised of census tracts where the majority of <br />household incomes are below 80% of the area median, making the entire City <br />eligible under HUD guidelines for Community Development Block Grant funding. <br />The modal income class, the income class with the highest number of <br />households, for Whites was the less than $10,000 category with 20.9 percent of <br />Whites in this income range. The modal income class for Hispanic households <br />was $15,000 to $24,999 range with 18.0 percent of households in this range. The <br />most frequently reported income for African - American households was also the <br />less than $10,000 range with 26.2 percent of households in this range <br />According to the 2006 - 2010 ACS estimates, the median household income was <br />$25,492 for White households, $28,733 for Hispanic households, and $29,877 for <br />African - American households, compared to $26,734 for the overall city. It is <br />noteworthy that we found no disparate impacts relative to income for the <br />protected class members. However the median and modal income for each of <br />the three major racial /ethnic groups and for the city underscores that many earn <br />incomes that are insufficient to acquire housing in the current market regardless <br />of race or ethnicity, and resulting in a significant cost burden for others. <br />One of the most revealing indicators that income limitations are impacting a <br />persons' ability to obtain housing of their choice is the category of <br />homeownership.
