According to the 2006 - 2010 ACS estimates (5 -year average), the total number <br />of housing units in the city was 17,304 with 8.3 percent vacant units. As shown in <br />Table 1.7 of the Community Profile, there were 13,320 housing units in San <br />Marcos in 2000. The total number of housing units in the city increased 29.9 <br />percent between 2000 and 2010. According to the 2006 - 2010 ACS data, of the <br />total number of housing units in the city, 25.1 percent were owner - occupied and <br />66.6 percent were renter - occupied. The median housing value in the city was <br />$121,700 and the median contract rent was $644 between 2006 and 2010. <br />Fair Housing Law, Municipal Policies and Complaint Analysis <br />The State of Texas has enacted fair housing law that is substantially equivalent <br />to the federal Fair Housing Act. The City of San Marcos has also enacted local <br />fair housing law. However it is not considered substantially equivalent to the <br />federal Fair Housing Act in the area of enforcement. Having a fair housing <br />ordinance, especially one that is substantially equivalent to the federal Fair <br />Housing Act, exemplifies a jurisdiction's local commitment to enforcing fair <br />housing regulations and it provides public awareness of individuals' rights under <br />the Fair Housing Act. The City of San Marcos Community Initiatives Division of <br />the Planning and Development Services Department makes referrals of received <br />fair housing complaints to HUD for enforcement. This division is also responsible <br />for conducting public education, training and outreach of fair housing rights and <br />remedies in San Marcos. <br />Texas is part of HUD's five state Region VI that includes Arkansas, Louisiana, <br />New Mexico, Oklahoma, and Texas. The Regional VI HUD Office in Fort Worth, <br />Texas conducts investigations of fair housing complaints that are reported <br />directly to their office. Fair housing complaint information was received from the <br />Fort Worth, Texas FHEO Division of the Regional Office of the U.S. Department <br />of HUD. The data provides a breakdown of complaints filed for Hays County and <br />San Marcos from January 1, 2007 through June 30, 2012. During this period, <br />viii <br />
