percentage of female headed households with children, a high ratio of loans <br />denied to loans originated, high unemployment rates, and high rates of high <br />school dropouts. The collective concentration of these issues leads to <br />neighborhood deterioration and market conditions that tend to impede fair <br />housing choice. The census tracts having moderate to Low risk of fair housing <br />problems are located in the northwest and southeast areas of the city. <br />Impediments to Fair Housing Choice <br />Impediments to fair housing choice are detailed in Section Six of this report. This <br />section draws on the information collected and analyzed in previous sections to <br />provide a detailed look at fair housing impediments in San Marcos. Five major <br />categories of impediments were analyzed: Real Estate Impediments; Public <br />Policy Impediments; Neighborhood Conditions as Impediments; Banking, <br />Finance, and Insurance Related Impediments; and Socioeconomic Impediments. <br />For each impediment identified, issues and impacts are detailed. Remedial <br />actions are suggested to address each impediment. Some of the remedial <br />actions recommended in this section are conceptual frameworks for addressing <br />the impediments. These actions will require further research, analysis, and final <br />program design by the City of San Marcos for implementation. <br />The Analysis of Impediments to Fair Housing Choice identified fair housing <br />impediments related to real estate market conditions as impediments: a lack <br />of affordability and insufficient Income; public policy related impediments: a <br />lack of public awareness of fair housing rights; banking, finance, insurance and <br />other Industry related impediments: large numbers of foreclosures in the real <br />estate market; predatory lending; socio- economic impediments: poverty and <br />low- income; and neighborhood conditions related impediments: Limited <br />resources to assist lower income, elderly and indigent homeowners maintain <br />their homes and stability in neighborhoods. <br />x <br />
