<br /> -2- <br /> (g) Coordination with TDOC and other relevant Federal <br /> and state agencies. <br /> 1.2 Assist the city in developing and implementing a <br /> Financial Management System for project expenditures, obligations, <br /> and encumbrances including the implementation and maintenance of an <br /> accounting system which will record grant and City matching funds <br /> transactions; assistance in preparing drawdown requests for <br /> submission to TDOC; and responding to questions regarding fiscal <br /> management posed by state monitors or independent auditors. with <br /> the concurrence of the City, specific tasks shall include: <br /> (a) Assistance with the development and submission of <br /> an accounting certification letter to TDOC; <br /> (b) Ensuring the establishment of a TCDP non-interest <br /> bearing checking account and submission of the <br /> Depository/Authorized Signatory Form to TDOC; <br /> and, <br /> (c) Review invoices received for paYment and assure <br /> that backup documentation is in place. <br /> 1.3 Attend the pre-proposal and pre-construction conferences <br /> to ensure that potential contractors and subcontractors are advised <br /> of requirements governing construction aspects of the grant such as <br /> Labor Standards and Equal Opportunity requirements and prepare <br /> minutes of the meetings; <br /> 1.4 Coordinate and assist City staff with the competitive RFP <br /> process for the award of the contract to the neighborhood-based, <br /> non-profit organization including; developing and reviewing the RFP <br /> documents to ensure compliance with program objectives and <br /> regulations; proposal solicitations; evaluation of proposals in <br />
