. Recommendations for land use under noise exposure areas.
. Identification of existing and unconstrained future land use patterns in the area adjacent to and
surrounding the airport.
. UtiHty and infrastructure costs.
. Development of altemative colTpatibility schemes.
. Recommendation of preferred alternatives and development of a land use plan.
The land use plan for the airport and its environs must be compatible with local comprehensive planning
and will be coordinated with the objectives, policies and programs for the area.
Tallie 6.3 No/lIB Analysis
Based upon the level of flight activity and aircraft mix developed in Task 4.0, Forecast of Aviation Demand,
noise exposure contours will be prepared and used for alternatives analysis. The noise contours for the
short, intermediate and long term time frame will be superimposed upon the airport and its environs and
areas of potential incompatible use or excessive noise exposure will be identified. Special emphasis wiJ/
be given to those areas which are currently or anticipated to be developed for incompatible uses. The
noise analysis will be one of the principle considerations in the development of alternatives for any airfield
expansion or changes in operational profile or procedures.
A noise analysis utilizing FAA Integrated Noise Model version 3.9 noise contours will be provided and
utilized in the preparation of the Environmental Review described in Task 7.0.
It will be necessary to review and evaluate existing plans, ordinances, and regulations to determine local
planning goals, objectives, and policies, and to determine applicabiHty of local ordinances to ensure land
use compatibiHty with the airport, and recommendations for City implementation. At least one public
information meeting is required for this task.
Tallie 6.4 Presentation of Developed Alternatives to the City and FAA
After alternatives have been developed, analyzed and evaluated by the consultant, at least three
alternatives will be presented to the City, the FAA and other parties if necessary. The consultant will
provide a working paper which presents the analysis and evaluation process, in a format that is objective
and which will present a relative merits or disadvantages of each alternative presented. Upon selection
of an alternative or alternatives for further development, the consultant will proceed with Task 6.6.
Tallie 6.5 Schedules and Estimates of Cost for Recommended Development
As an extension of the development and recommendation of airport development altematives, the
consultants will prepare estimates of capital investments along with a schedule of improvements proposed
in the master plan. The development schedules will based upon the short, intermediate and long term
needs as developed in the master plan and will based upon the role assessment and development of
alternative plans.
There will be an analysis of possible funding sources including general obHgation bonds, revenue bonds,
federal funding sources and the possible infusion of private funding for certain airport improvements.
Existing airport management policies and practices (as they effect airport revenues) will be reviewed and
considered in the context of anticipated future airport needs and the costs to develop improvements.
Tallie 6.6 Development of Selective Alternatives
Upon the completion of Task 6.5 and direction by the City to proceed, the consultants will develop the
