0 The identification of areas of probable incompatible land use, both current and anticipated.
0 Physical and environmental constraints resulting from non-aviation activities currently or planned
to operate on the airport, and Hmitations imposed by inadequate or nonexistent utiHties, drainage,
terrain, etc.
0 Operational constraints such as the potential effects of noise, obstructions, airspace limitations,
expansion limitations, etc.
0 Political, jurisdictional, and regulatory constraints which may affect the extent to which the airport
may be developed.
0 Zoning, as it relates to air transportation facilities with special attention given to identification of any
constraints on use or development of property, such as extraterritorial jurisdiction.
Because these are major physical constraints to the airport site, studies will be made to identify any specific
physical shortcomings, and recommendations will be provided to improve land utilization for aviation and
compatible land uses.
TASK 6.0. DEVELOPMENT OF ALTERNATIVES
This task will be devoted to the creation, analysis of airport development alternatives, or options, which may
be considered and selected by the City and the FAA in the long term development of San Marcos Municipal
Airport.
Task 6.1 Alternative Development
Alternatives will developed for airside (runways, taxiways, operational features, etc.), and landside
(buildings, terminal faciHties. vehicular access, utiOties, etc.) that will be primarily responsive to the
anticipated levels of activity and functional and operational requirements of the airport through the year
2010. These alternatives will be prepared primarily as working papers and will be intended primarily for
the use of the planning team in the analytical process. The altemative developed will consider:
. Airport land area requirements, physical features such as runways, taxiways and operational
components of the airside and will include an analysis of the need for an additional taxiway on the
northwest portion of the airport to provide access to developable property.
. Landside features including options for reuse and redevelopment.
. Overall land use within the airport boundaries, with emphasis on compatibility, functional
relationships and expansion requirements.
. Off airport land uses, including City land use policies.
. Public access and integration with City planning.
. Noise
Task 6.2 Land Use Plans
Plans for recommended on-airport development will be prepared, based upon the alternatives developed.
The plans will identify those areas to be use for aviation related purposes, such as terminal faciOties, aircraft
maintenance, clear zones, etc., as well as recreational facilities, industrial sites, and other improvements
compatible with and appropriate to airport locations. Special attention will be given to beneficiálland uses
that will seNe to enhance the airport image as a good neighbor, and to those activities capable of
generating revenues that can be used for airport purposes.
Detailed design within development areas will not be included in the master plan; however, it is anticipated
that at least the following items will be addressed:
. Land required for existing and future aviation needs, specifically general aviation, and fixed base
operations.
