<br /> may be used in the development of educational and promotional materials <br /> in the community. <br /> The Master Plan for the San Marcos Police Department Headquarters <br /> and Training Facility will consist of: <br /> ( 1) Site plan block diagrams showing the location of short and <br /> long range additions to the existing building-if any are <br /> needed. <br /> (2) Diagrammatic floor plans for the facility and typical office <br /> and functional area layouts. <br /> (3) Budget cost estimates for short and long term implementation <br /> of the various phases. <br /> The Master Plan will be developed in such a manner as to insure the <br /> following benefits to the City: <br /> ( l) A well thought out document on which to knowledgeably base <br /> future decisions. <br /> (2) Future growth and implementation patterns for the facility <br /> over its projected life cycle are identified. <br /> (3) The amount of construction and inconvenience experienced <br /> during future expansions or relocation is reduced. <br /> (4) Cost effective growth patterns in order to ensure the most <br /> benefit for the CITY's available construction dollars. <br /> ( 5) Establishment of long-range programming and operational goals <br /> for the facility, developed in conjunction with the projected <br /> future needs. <br /> ( 6) Maximum site, building, and personnel utilization efficiency, <br /> reducing total use areas and subsequent costs. <br /> 1.1.4 Schematic Design <br /> The ARCHITECT will do the preliminary design work on-site working <br /> hand-in-hand with Police Department staff and other appropriate parties <br /> designated by the CITY. This will be a concentrated design session <br /> where the ARCHITECT's design team, including planners, architects, <br /> interior designers and engineers, works together with CITY <br /> representatives to develop design ideas and solutions. At this phase <br /> the ARCHITECT will also work with CITY representatives to formulate a <br /> Project program for the division of the construction activities into <br /> separate phases for the possible facilitation of separate construction <br /> contracts for the separate phases of work. <br /> Based on the mutually agreed upon program and Project budget <br /> requirements, the ARCHITECT shall prepare, for review by the OWNER, <br /> Schematic Design Documents consisting of drawings and other documents <br /> illustrating the nature, scale and relationship of Project components. <br /> -5- <br />
