The drawings will be based upon best available plans and <br /> are not to be considered to be detailed construction documents. <br /> The final survey and analysis will allow the City to determine, <br /> based on factual information, how the use of the existing building <br /> provides the most beneficial and cost effective way to address the <br /> needs of the City Police Department now and for the future. <br /> 1.1.2 Programming <br /> A space program will be developed by the ARCHITECT that assigns <br /> square footage requirements for each function that is to occur. At <br /> this stage, the total square footage requirements for the planned <br /> facility will be determined. Estimated cost, based on the average <br /> square foot cost of similar facilities, will be determined; revisions <br /> in functions and square footage requirements will be made as the need <br /> is dictated. <br /> Functional adjacencies will then be developed by the use of <br /> functional relationship diagrams that relate every function that is to <br /> occur in the facility to all others. Circulation patterns will be <br /> established that demonstrate the operational efficiency of the <br /> facility. <br /> 1.l.3 Master Planning <br /> The ARCHITECT will develop a Master Plan to serve as a <br /> single-source reference document for future phases of the Project as <br /> architectural documents are developed.
