The ARCHITECT shall evaluate the project scheduling <br /> during and at the end of each Project phase in terms of percentage of <br /> time spent, in order to make managerial adjustments in staff size and <br /> work scheduling for the Project. <br /> 1.1 PLADIRG AIiD SCRR1fATIC DESIGN PHASE <br /> 1.1.1 The ARCHITECT shall furnish an in-depth analysis of the <br /> immediate and long-range law enforcement facility needs of the CITY to <br /> ascertain the requirements of the Project and shall review the <br /> understanding of such requirements with representatives of the CITY. <br /> The ARCHITECT shall use available data to project these needs through <br /> the year 20l1. Based on the information developed the ARCHITECT will <br /> identify and analyze comparative information, in both data and <br /> narrative form, on the following: <br /> ( 1) Suitability and adaptability of the existing building for <br /> future uses and/or conversion to alternative uses <br /> (2) Adaptive re-use of existing space if/when vacated <br /> ( 3) Staffing and transportation implications <br /> (4) Construction costs and methods available <br /> (5) Other project related costs, and <br /> ( 6) Overall feasibility. <br /> For each proposed solution the ARCHITECT will include schematic <br /> block diagrams along with descriptive sketches to explain the solutions <br /> graphically. <br /> Surveys of the existing building will be conducted by the <br /> ARCHITECT depending upon the type of use and information needed, and <br /> complete, documented "as is" drawings will be developed for use in <br /> subsequent phases of the project and as a reference point for future <br /> construction procedures. <br /> As a supplement to, and in conjunction with the building analysis <br /> by Black and veatch, the ARCHITECT shall develop a survey containing at <br /> a minimum the following areas of investigation: <br /> ( 1) Potential building uses as they relate to the functional <br /> requirements of the San Marcos Police Department Headquarters <br /> and Training Academy. <br /> (2) Exterior conditions assessment facade/envelope/structural <br /> (3) Roofing/Parapet assessment <br /> -3- <br />
