<br /> 6 <br /> The Parks and Recreation Department, a division of Public <br /> Works, is charged with responsibility for roads in the Cemetary <br /> and for mowing the large areas of the cemetary where no graves <br /> exist. This responsibility, however, is the last one mentioned <br /> in the long list of that department's functions. That the <br /> cemetary is considered of low priority, I refer you to a memo <br /> from the head of Public Works (in answer to a second request <br /> from Ms. Elwell to fill the deep r~ts caused by the rains in <br /> March.) You will find both memos in your envelopes. <br /> The cernetarJ has been treated as a sort of "step-child" <br /> by this and previous administrations. Yet, in spite of the <br /> multiplicity of her responsibilities, Ms. Elwell has done a <br /> better job of trying to get cemetary records together and in <br /> order, than has been done before. <br /> I recommend that each of you read the detailed "Study of <br /> the Cemetary" which she prepared in March, 1981. A copy of <br /> the report (which is 24 pages long) will be with the City <br /> Secretary and you can each borrow it from her. (No doubt, <br /> copies of Ms. Elwell's excellent report were given to those <br /> on the Council in March 1981.) <br /> Part III. Recommendations for the Future <br /> First, we must think of finance. Certainly, from now on, <br /> we should keep a separate accounting of all income generated <br /> by the Cemetary--just as is now done for the Airport Fund. <br /> Ms. Elwell should have that information as well ~ Mr. Williams. <br />
