<br /> 5 <br /> We do know, £rom records kept by Ms. Elwell's assistant <br /> since 1982 that, from January 1982 to March 1983, just from <br /> fees charged those not having perpetual care, that $12,300 <br /> was collected. <br /> The point of importance, however, is that since 1968 <br /> (and probably before that) all income, from fees, and interest <br /> from investments of trust fund moneys, has gone into the <br /> General Fund. The amount must be considerable as none of it <br /> - <br /> has been spent on capital improvements. A little imagination <br /> will suggest that since 1961, if we had saved and kept records, <br /> of that income, there would be quite a large sum to start the <br /> needed capital improvements now. <br /> There is evidence that the Cemetary has a low priority <br /> with the present administration, as it has with previous <br /> administrations. Administrative responsibility for the ceme- <br /> tary is only one of the many important responsibilities of <br /> the Director of Administrative and Public Services (see your <br /> - - <br /> packets for a complete list of her responsibilities.) While <br /> Ms. Elwell does her very best to cover all eight areas for <br /> which she is responsible, it is plain that the cemetary has to <br /> "stand in line" for her attention. (This is not to be construed <br /> as criticism of Ms. Elwell; she does an admirable job. We <br /> recommend that she continue to supervise the cemetary and be <br /> given the time to continue the good start she had made in <br /> clarifying the Cemetary situation.) <br />
