<br /> 17 <br /> June 13, 1983 <br /> Honorable Mayor and Members of the City Council: <br /> As the first chairman of a new Commission, I had to <br /> break ground in a new territory without any previous Cemetary <br /> Commission's experience. We knew there were problems with the <br /> cemetary; the first task was to identify them. I volunteered <br /> to do whatever reading and research necessary to understand <br /> the problems. Since our first meeting last November--which <br /> was merely organizational--1 have spent approxmiately 62 hours <br /> personally, reading, interviewing, asking questions and record- <br /> ing answers--all of which were reported to the Commission, <br /> cumulatively, at each of our monthly meetings, and their signi- <br /> ficance was discussed in those meetings. <br /> My report tonight is merely a summary of what we learped <br /> about the cemetary with suggested solutions to the problems, <br /> as discussed and evaluated by the commission. Because my report <br /> will be merely a summary, I have included for your examination, <br /> at your convenience, much of the data upon which this report is <br /> based. (I hope that you will examine the complete data because, <br /> then, you will better understand this report.) <br /> I want to express my sincere appreciation to Ms. Dinah <br /> Elwell for the many interviews she has granted me and for'her <br /> complete cooperation in trying to locate data for me. <br /> The City is fortunate to have an employee of her intelli- <br /> gence and dedication to her work.
