<br /> C Library Space Needs. The Texas Library Association standard for <br /> total square footage of public library facilities is as follows: <br /> Population served by library Minimum space requirements <br /> <br /> o - 1,999 5,000 ** <br /> 2,000 - 5,000 square feet or .75 <br /> square feet per person, <br /> whichever is greater. <br /> * *The standard has been amended to be consistent with the criterion for <br /> Title II grant projects which stipulates 5,000 square feet as the minimum <br /> size of a public library facility. The standard has also been amended to <br /> exclude portable or mobile facilities (bookmobiles, book stations, etc.) from <br /> the calculation of total square footage of public library facilities. The figure <br /> for "population served" will be based upon the library's servIce area, as <br /> assigned under the Rules for Administering the Library Systems Act. <br /> <br /> E Funding Available. The phrase "total estimated cost to be paid for <br /> with local funds" refers to all project costs requiring a cash outlay from local <br /> sources. In-kind contributions from local sources will be excluded <br /> from this calculation. <br /> The term "available" refers to funds appropriated by a local government <br /> from local funds deposited and readily available for the proposed project, <br /> written commitments to fund the proposed project from individuals or <br /> legally established organizations (foundations, corporations, Friends groups, <br /> etc.), authority for local governments to sell bonds or certificates of <br /> obligation to finance the proposed project, or approval of loans from <br /> government or private lending institutions. Such funds or written <br /> commitments shall be those available at the time of preapplication <br /> submittal. <br /> F. Proiect Cost Estimates. While construction costs vary from region to <br /> region, it IS important that realistic project cost estimates be submitted. <br /> These estimates should be inclusive of providing adequate funds to <br /> completely construct and equip the library building to þe fully operational <br /> on opening day. <br /> <br /> Documentation from an architect should be provided to certify that the <br /> proposed construction project could be fully constructed and equipped for <br /> the amounts estimated in the preapplication. <br /> 6 <br />
