The TPL secured the right through u purchase agreement to acquire the entire 2O95�-mzn: Barker tract. An <br />appraisal performed hvan independent certified appraiser established the fair market value of the 289.B-acre <br />Barker tract at S4.343ini Ilion. The appraisal was done to all applicable state and Federal appraisal standards <br />(U8p.A9/UASFLA). The Barker Tract B-1 parcel adjoins the existing lO7.Ol -acre Barker Tract A <br />and the 463-acre Purgatory Creek Natural Area owned and mmnugedhy the C|tyof San Marcos. Recovery <br />Land Acquisition Grant funds will leverage the $|.6 million |o private and public contributions used to <br />acquire the lU7.Ol-acre Barker Tract /\to create a663-uunc habitat network for the protection and <br />recovery of9 listed endangered aquatic and terrestrial species. <br />The Total Project Coatis $1,971,760. The FY20|2 Section 6 Recovery Lands Acquisition Grant inthe <br />amount of $l,242,209 represents 83Y6of the Total Project Coo1. The non-Federal match of $729,551 <br />represents 37Y6of the Total P 'cctCnmt. The non-Federal match will bc comprised of cash in the amount of <br />$|40"74l,nnd'TraotAuoreotle (the ^^'[ract/\ Match Londm`^) with an appraised value of$500,8\O. <br />Tract Match Lands will be located within Tract A in general conformance with the direction of the <br />U8FWS Environmental Services (]fOoe in Austin, lX |dcncificdl`motA Match Lands will have an <br />appraised value of $_5 80,8 10. incorporating any and all casements or other use restrictions existing on Tract <br />A. Tract /\ Match Lands will be further defined bySurvey. <br />TbcTPL has uouduutcd a complete appraisal, Environmental Site Assessment, and survey of the Barker <br />Tract B-] parcel in December 2012. The appraisal and survey of Tract A Match Lands will be completed <br />in July 20\3. Upon ob)ig C-o1 ion ofthe FY,|ZRL.A grant, the City nf San Marcos shall acquire the 92.73- <br />acre Barker Tract 8-1 from The Trust for Public Lund. If the Tract B-1 parcel is not acquired by the City <br />of San Marcos and added tothe PCN& and Barker Tract A parcels. the owner of Barker Tract B-2 plans <br />to move hnnvordw|th m proposed development of the property. <br />The City of San Marcos will be the ultimate fee-simple owner of the 92.733-acre Barker Tract B-| parcel. The <br />City of San Marcos is also the fee simple awoerof Barker Tract A. The terms and conditions ofthe <br />proposed acquisition and conveyance of Barker Tract B']to the City of San Marcos will comply with all <br />U8FW8` City ofSan Marcos, Edwards Aquifer Authority. Hays County and TPLrules, regulations and <br />policies. <br />Long-term property management will comply with the recovery plans of the listed species intended Vobenefit <br />dnin this acquisition. Particular attention will he paid tu enhancing water qua|ity and recharge to the <br />Edwards Aquifer ecosystem, uowell os10 existing and potential (}CVV and 0CVhabitat.11he City nfSan <br />Marcos will restrict public access to the property in Occupied habitat areas; public amenities (passive and <br />|ow-usehvdcs|gyo` such us trails) developed on the property, |f any, will not diminish the habitat of <br />threatened and endangered species nor cause any adverse effects to threatened or endangered species, nor <br />degrade the watershed of Purgatory Creek or the Edwards Aquifer Recharge Area. <br />
