The property will become a valuable resource for the nature center planned by the City of San Marcos for
development on a distant part of the adjacent PCNA (next to an existing roadway), by offering environmental
education and information for people of all ages about the importance of habitat protection for listed species.
Maintenance costs of the expanded natural area will be covered by the City of San Marcos out of its
general fund. Because the property will be a passive-use park, maintenance costs will be significantly
lower than for other public parks.
"I'lie]"Pl.. holds the right to purchase the 89.79-acre Barker Tract B-2 parcel, as well as an adjacent 312-acre
tract, which extends along the west side of the Barker property and the existing PCNA. An appraisal of this
I t__
property is underway. The TPL will perform due diligence on this property and is pursuing a federal grant
and other funding for its acquisition in 2013. Successful acquisition of this adjacent tract will create a habitat
network of 1,064 acres for endangered species preservation, water quality protection, and environmental
education.
Milestone Schedule Barker Tract B-I
-------------------
Completion Date
_Activity_
Secure Purchase Agreement from Seller with Sufficient Term to Pursue Funding
to purchase the 289-Acre Barker Tract
May 2009
Appraisal of the 289-acre Property Establishing FM of $4,343,000
U)ecetnber 2009
_USPAP
local fundraising
December 2009
-Commence
TPL Review of Title and Conti-act for Updated Appraisal of Barker Tract
December 2010
Appraisal of the Property for Tract A
January 2011
-Updated
and. complete survey and environmental assessment of Tract A
December 2011
-Conduct
Federal Rl..A funding for 'Fract B (no later than December 2012)
August 2012
-Secure
USPAP Appraisal of the Barker B-1 tract establishing FMV of $1,391,000
November 2012
-Complete
Environmental Site Assessment of the property
December 2012
-Complete
Complete Survey of Tract B-I
December 2012
Survey and Appraisal of Tract A :latch Lands
J UIV 210 13
-Complete
TPL Purchase 92.73 Tract 13- 1 Parcel from Current Owner (oii or before")
August, 2013
TPL Sale of Property to City of San Marcos PCNA in perpetuity (*'on or before")
September, -2.0 13
Contact Information
Scott Parker, Senior Program Director.
