AIRPORT MASTER PLAN UPDA TE SAN MARCOS MUNICIPAL AIRPORT SCOPE OF WORK SAN MARCOS, TEXAS The principle objective of the San Marcos Municipal Airport Master Plan Update is the preparation of planning documents and strategies for appropriate development of the airport, and a review of environmental and economic factors that may result from or influence such development. Satisfying this objective will provide a strategic action plan that will allow San Marcos Municipal Airport to continue to grow and meet the future aviation demands placed upon it by the City of San Marcos and the surrounding area within the real world limitations and constraints dictated by overall community needs. The planning study proposed is designed to achieve the optimum balance of the San Marcos area aviation needs as well as those of the airport neighborhood community, within acceptable economic, operational, environmental and safety parameters. In order to achieve this goal, and develop the fundamental framework that will achieve the stated objectives, many issues relating to community development, aviation demand and environmental issues must be addressed. The plan must provide technically sound, publicly acceptable concepts for development from which San Marcos can create policy for on and off airport implementation of future aviation facility improvements. The preparation of the proposed San Marcos Municipal Airport Master Plan Update will be based upon a number of technical and planning elements that are described in Section 1 - Scope of Wol1c, of this proposal. The elements are described and presented in an orderly manner that reflects, more or less, the general sequence in which they would be accomplished. PHASE I - AIRPORT REQUIREMENTS TASK 1.0-INVENTORY. DATA COLLECTION. SURVEYS. DEMOGRAPHICS-REVIEW OF PERTINENT DOCUMENTS The consultants will review existing pertinent documents, including previous planning studies, and will collect additional data essential to achieving the objectives of the Study. Data collection will be comprehensive in scope, but every effort will be made to avoid the collection of superfluous or unnecessary information. Information sources will include the Federal Aviation Administration, the Texas Department of Aviation, the appropriate state, county, and local offices, commercial and business organizations, and other sources as required, including the airport owner and users. A physical inventory of airport features, structures, etc. will be accomplished along with a detailed analysis of maps, aerial photography, studies and engineering reports. An inventory report will be prepared and presented for review by the City. Task 1.1 Operational Data Cuffent information concerning flight operations (numbers, types), air traffic control, procedures, operational characteristics, user profiles, etc. will be obtained. Special emphasis will be placed on the identification of physical, functional, operational and environmental problems. Surveys of users are anticipated to be used in this task. Task 1.2 Review Previous Studies Previously accomplished studies and analyses including area and regional aviation studies and planning initiatives will also be reviewed. A review and analysis of the previous master plan for San Marcos Municipal Airport will be accomplished.
