<br />TASK 2.0 - SERVICE AREA DELINEA TION <br />The service area, or area of geographic consideration for the proposed study can be defined in terms of <br />the tendency of people to use air transportation facilities and aviation services. The methodology used to <br />identify such market areas are complex and depend upon many forces, both internal and external to the <br />metropolitan area, and are a function of growth in population, employment and services, industrial <br />development, disposable income, and other components. For the proposed study, the study methodology <br />proposed to be used wm be presented to the City, the airport advisory board, and other appropriate <br />agencies prior to the actual delineation of primary market area. <br />Task 2.1 Surface Access <br />Surface transportation arteries and anticipated changes to the access systems are extremely important in <br />market area delineations and will, to the extent possible, be considered through the year 2010. <br />Task 2.2 AIrspace <br />Airspace and air navigation within Southeast Texas terminal airspace structure will be a consideration in <br />the delineation of the service or service area, future airport facility location/configuration. <br />Because of the unique character of the Southeast Texas area, and because of the dramatic socio-economic <br />changes that have occurred and are anticipated to occur, the determination of the role that San Marcos <br />Municipal Airport is to play within the area system of airports is crucial to determination of future airport <br />development plans. Task 3 will be devoted to such analysis and will establish the Airport's place in the <br />aviation marketplace. <br />TASK 3.0 - ROLE ASSESSMENT <br />Task 3.1 Current Role <br />A role assessment matrix will be prepared that utilizes fundamental attributes and criteria to rank the airport <br />on a comparative basis with others in the region and in its role as a reliever airport. This matrix concept <br />has been used in many other studies that required similar role assessments and analysis. Because the <br />airport is presently in existence, the study will not consider airport site suitability as if it were a new location, <br />but is intended primarily to provide the sponsor with a comprehensive view of the airport and its competitive <br />position in present and future operating scenarios. <br />The current role of the airport will be determined through a detailed investigation of current usage, including <br />aviation activity, user profiles, airspace, share-of-the-market, and historical performance. FInancial <br />performance of the airport, including that of airport businesses, will also be analyzed, and used as a metric <br />of performance relative to future revenue production. <br />Task 3.2 Future Role <br />The term "role assessment" as used in this proposal means a process or methodology through which the <br />future characteristics of airport activity can be determined, but within the constraints of specific conditions. <br />The conditions will be defined through an analysis of the circumstances that may occur during the planning <br />period. Based upon our preliminary investigation, at least three conditions will be devised as a basis for <br />role determination. <br />CondIt/on 1 will provide an analysis of San Marcos Municipal Airport's potential in a growing or expanding <br />economy and will focus upon the airport's ability to maximize attraction of new business and aviation activity <br />
