Invocation <br />Debbie Morningstar -Adams provided the invocation. <br />6. Pledges of Allegiance - United States and Texas <br />Council Member led pledges <br />7. 30 Minute Citizen Comment Period <br />Jane Hughson, San Marcos, addressed the Council regarding the Charter Review Commission <br />Report. She recommended that the Council move Elections back to May or move the Election of <br />the Mayor to odd numbered years. She also addressed the nepotism clause and asked that they <br />change it. She asked that the Council please place `neighborhood integrity' back into the <br />Statement of Goals, and that the Council adopt their recommendations regarding zoning changes <br />requiring two full readings and the creation of the Comprehensive Plan Oversight Committee. <br />Bridgett Phillips, San Marcos, addressed the Council regarding the Charter Review <br />Commission's Report third bullet about transparency. She stated that a clause was removed <br />from the Charter regarding nepotism on boards and commissions. She felt that if this was added <br />in the Charter that it would make the process easier instead of having to file forms for an ethics <br />complaint. She would like the commission to have a couple more meetings to reach consensus. <br />Steve Werth, San Marcos, addressed the Council regarding the email that he sent a few days ago <br />about his belief that this country being led by the Democratic Party. He feels that the <br />Constitution is being undermined and is outraged. He stated that it is not about politics it is <br />about liberty. A copy of Mr. Werth's written comments are attached. <br />Lisa Marie Coppoletta, San Marcos, addressed the Council regarding the Charter Review <br />Commission report and asked the Council to consider an anti - nepotism clause. She stated that <br />she feels that this is cronyism and that this task is not done. She also addressed `emergency' <br />zoning. <br />Dianne Wassenich, San Marcos, congratulated the Council on their improved transparency, but <br />she felt that a nepotism and/or anti cronyism clause needed to be added. <br />Consent Agenda <br />8.
