I LConsider approval of Resolution 2013 -92R authorizing the conveyance of a two block section of the Woods Street right -of -way between North Street and Guadalupe Street to Texas State University -San Marcos in exchange for multiple utility easements necessary for the Loop 82 /Union Pacific Railroad Overpass Proiect and subject to the requirement that such section of Woods Street remain open for use by the general public; and declaring an effective date. 12.Consider approval of Resolution 2013 -97R approving a Small Municipal and County Government Enterprise License Agreement with Environmental Systems Research Institute, Inc. for geographic information system software and maintenance services on a sole source basis for the Development Services Department - Geographic Information Systems Division in the total estimated amount of $105,000.00 for three years; authorizing the City Manager or his designee to execute the Enterprise License Agreement on behalf of the City; and declaring an effective date. 13.Consider approval of Resolution 2013 -98R, authorizing the use of the power of Eminent Domain to acquire, on behalf of the State of Texas, Fee Simple Title to a 0.321 acre tract of land, more or less, out of and part of the Juan Martin de Veramendi Survey, Abstract No. 17, in Hays County, Texas, same being all of Lot 1, Cullen C. Crews First Addition, located at 777 East Hopkins Street, for Public Right of Way purposes and uses related to State Highway Improvements in the vicinity of State Highway 80 and Interstate Highway 35; determining the public necessity for such acquisition; authorizing the City Manager or his designee to take all steps necessary to acquire the needed interests in the Property in compliance with all applicable laws; authorizing the City Attorney or his designee to institute condemnation proceedings as necessary to acquire said property interests; and declaring an effective date. 14.Consider approval of Resolution 2013 -99R, authorizing the submission of an application to the U. S.
