<br />33 <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting June 27, 1983 Page 2 <br /> <br /> <br />Mr. Brown introduced for consideration approval of the minutes of <br />the Special Meeting held at 5:30 p.m. on June 15, 1983. Mr. Farr <br />moved to approve the minutes and Mr. Guerra seconded the motion. <br />On roll call the following vote was recorded: <br /> <br />AYE: Brown, Farr, Guerra, Kreczmer. <br /> <br />NAY: None. <br />ABSTAIN: Kissler. <br /> <br />Mr. Brown introduced for consideration approval of one appointment <br />to the EMS Committee. On June 15, 1983 theCouncil made two appoint- <br />ments to this Committee and tabled the appointment of the other mem- <br />ber to this meeting. Mr. Farr moved to place in nomination the names <br />of Tess Norris and Nancy Ellis for the Council's consideration, and <br />Ms. Kissler seconded the motion, which passed unanimously. On roll <br />call the following vote was recorded: <br /> <br />BROWN: Ellis. <br />FARR: Ellis. <br />GUERRA: Ellis. <br />KISSLER: Ellis. <br />KRECZMER: Norris. <br /> <br />Nancy Ellis will be the third appointment of the Council to the EMS <br />Committee. * <br /> <br />Mr. Brown opened a public hearing on a zoning request of 1.02 acres <br />out of the J. M. Veramendi League No. Two in the City of San Marcos, <br />Hays County, Texas, a/k/a 1207 River Road, from "AO" to "C". Mr. <br />Brown asked if anyone wished to speak in favor of the zoning change. <br />C. W. Jonas, who made the request for the zoning change, <br />stated the surrounding area was zoned commercial and he planned to <br />use the land for baseball batting machines.** Mr. Brown asked if <br />anyone else wished to speak in favor of the zoning request, and no <br />one did. Mr. Brown asked if anyone wished to speak in opposition <br />to the request. Ken Long stated he was not opposed to the zoning <br />request but was concerned about septic tanks being allowed in the <br />floodway. City Planner Joe Garza stated that they are allowed. No <br />one else wished to speak in favor or against the request, so Mr. Brown <br />closed the public hearing. The Ordinance was then considered for ap- <br />proval on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br />29, 1980 (VOL. 54) BY ZONING 1.02 ACRES OF LAND, <br />MORE OR LESS, OUT OF THE J. M. VERAMENDI LEAGUE NO. <br />TWO, A/K/A 1207 RIVER ROAD, FROM "AO" (AGRICULTURAL- <br />OPEN SPACE DISTRICT) TO "c" (COMMERCIAL DISTRICT). <br /> <br />Mr. Farr moved to approve the Ordinance on first reading and Mr. <br />Kreczmer seconded the motion. During discussion Mr. Moore indicated <br />his concern for the traffic congestion in this area and was wondering <br />what the State's plans were for signalization at Highway 80 and River <br />Road. City Planner Joe Garza stated Highway 80 was in the State's <br />20-year plan, and in the next two to five years, there was a possi- <br />bility that Highway 80 from IH35 to the Bridge would be made five <br />lanes but there were no plans for a traffic light at this intersec- <br />tion, because traffic did not warrant it at this time. On roll call <br />the following vote was recorded: <br /> <br />* On this same date the County Commissioners appointed Darwin Winfield, <br />Eddie Rincon and Ilene Colley to the EMS Committee. <br />** Mr. Moore was present during this public hearing. <br />
