<br /> -18- <br /> any discharge of hazardous waste in accordance with 40 CFR <br /> 403.12(p). <br /> (e) Mass limitations: <br /> The Control Authority may impose mass limitations on <br /> industrial users which are using dilution to meet applicable <br /> pretreatment standards or requirements, or in other cases <br /> where the imposition of mass limitations is appropriate, in <br /> accordance with 40 CFR 403.6(d). <br /> (f) Signatory authority: <br /> (l) All initial and periodic compliance reports <br /> and the wastewater survey for non-residential <br /> establishments used as an application for an <br /> industrial waste permit must be signed by an <br /> authorized official of the industrial user. <br /> (2) All initial and periodic compliance reports <br /> and the wastewater survey for non-residential <br /> establishments used as an application for an <br /> industrial waste permit must include the <br /> statement: "I certify under penalty of law <br /> that this document and all attachments were <br /> prepared under my direction or supervised in <br /> accordance with a system designed to assure <br /> that qualified personnel properly gather and <br /> evaluate the information submitted. Based on <br /> my inquiry of the person or persons who manage <br /> the system, or those persons directly <br /> responsible for gathering the information, the <br /> information submitted is, to the best of my <br /> knowledge and belief, true, accurate and <br /> complete. I am aware that there are <br /> significant penalties for submitting false <br /> information including the possibility of fine <br /> and imprisonment for knowing violations." <br /> Sec. 30-103. Reauirements for buildina sewer. <br /> <br /> (a) structures required: Any user discharging <br /> industrial wastes into a sanitary sewer shall construct a <br /> suitable sampling port or control manhole at or near the <br /> property line. The port or manhole shall intersect the <br /> common building drain line at a point downstream from the <br /> last connection to this building drain line. If the user <br /> has more than one drain line connected to the city's <br /> sanitary sewer, a sampling port or control manhole must be <br /> constructed on each drain line. <br /> (b) In those situations where there are unusual volumes <br /> of industrial waste or the character of the industrial waste <br /> exceeds that of normal waste at certain times within a <br /> twenty-four (24) hour period, a flow equalizing tank may be <br /> required so that the discharge over a twenty-four (24) hour <br /> period complies with the normal waste quality and flow <br /> requirements. <br /> (c) The sampling port, control manhole and/or flow <br /> equalizing tank shall be constructed and/or installed at the <br /> expense of the user who is discharging the industrial waste <br /> after the plans of the structure have been reviewed by the <br /> Director. It also shall be the responsibility of the user <br /> to maintain the sampling port, control manhole, and/or <br /> equalizing tank in a safe and proper operating condition, <br /> accessible during regular working hours. <br /> (d) Multiple use buildings (such as shopping centers, <br /> medical service buildings, etc. having one water meter or <br />
