<br /> -19- <br /> more than one water meter issued to the same person): One <br /> permit shall be issued to the person in whose name the water <br /> bill is issued. The quality and volume of discharge from <br /> the building shall be monitored by the City and this person <br /> shall be responsible for the discharge and shall be billed <br /> accordingly. Should this person choose some other <br /> arrangement, it shall be subject to approval by the Director <br /> in writing. <br /> Sec. 30-104. Access to industrial user records. <br /> (a) The Control Authority shall have access to all <br /> industrial user records which pertain to that industry's <br /> discharge to the POTW. The city reserves the right to <br /> inspect and copy information from the industrial user. The <br /> industrial user shall be required to retain records of all <br /> information resulting from any monitoring or reporting <br /> activity required by these regulations. Such records shall <br /> be kept in accordance with 40 CFR 403.12(0). <br /> (b) Any person subject to terms of this Article not <br /> otherwise exempted shall file with the Director a listing of <br /> all chemicals and compounds included under Section 30-92, <br /> stored, used, processed or transported. Lists shall include <br /> the chemical name, chemical composition and common name (if <br /> any) and name of manufacturer, including those chemicals not <br /> subject to discharge or pretreatment as described in any <br /> other section' of this Article. Changes in this listing <br /> shall be reported to the Director in writing within seven <br /> (7) days of the date they occur. <br /> (c) A person may not be required to disclose any <br /> classified data of the federal government of any <br /> confidential information relating to secret processes or <br /> economics or operation. If the information constitutes a <br /> trade secret or is commercial or financial information <br /> privileged or made confidential by statute or judicial <br /> decision or if it is information which, if released, would <br /> give advantage to competitors, then the information is not <br /> open to public inspection and shall be kept in confidence by <br /> the city. A person submitting data or information may <br /> request that it be classified as confidential. However, the <br /> composition of any waste subject to the jurisdiction of this <br /> Article may not be regarded as confidential information. <br /> (d) Chemical disclosure lists for existing permitted <br /> industrial users shall be filed with the Director within <br /> thirty (30) days of the effective date of this Article. <br /> Sec. 30-105. Authority to enter pronerty. <br /> <br /> (a) The inspectors, agents or representatives of the <br /> city charged with the enforcement of this Article shall be <br /> deemed to be performing a governmental function for the <br /> benefit of the general public and neither the city, the <br /> Director, nor the individual inspector, agent or <br /> representative shall ever be held liable for any loss or <br /> damage, whether real or asserted, caused or alleged to have <br /> been caused as a result of the performance of that <br /> governmental function. <br /> (b) The Director or an authorized representative upon <br /> presentation of credentials: <br /> (a) Shall have a right of entry without delay to, <br /> upon, or through any premises to gain access <br /> to any areas where chemicals or materials are <br /> formulated, handled, manufactured, processed, <br /> used, stored or treated; <br />
