APPENDIX B
SPILL PREVE~TION k~D CONTROL PLA~
INTRODUCTIOS
A Spill Prevention and Control Plan (SPCP) is an important
aspect of industrial waste management. The primary purpose of
the plan is to reduce the potential for unexpected releases of
pollutants into the sewer system. Associated benefits include:
(1) Avoidance of contamination of surface soils by pollutants
which may seep into groundwaters or be washed into
watercourses during rainfall.
( 2) Enhancement of health protection of employees.
( 3) Improvement of safety relative to restricting fire and/or
explosion potential.
A spill is usually thought of as being an accidental, sudden
release of a rather large amount of chemicals or inadequately
treated liquid waste. Most spi II ages, however, commonly consist
of splashes or drips of pollutants. Such spills in some instances
are anticipated as they are inherent to certain industrial
operations. The SPCP shall address both major and minor spills.
NEW INDUSTRIAL USER PERMITTEES
A SPCP shall be submitted to the Director for approval prior
to obtaining facility water and sewer services.
General information required includes:
( 1) Name and address of facility.
( 2) Name and telephone numbers (work and residence) of person
responsible for implementation of SPCP.
17
