<br /> APPENDIX B <br /> SPILL PREVE~TION k~D CONTROL PLA~ <br /> INTRODUCTIOS <br /> A Spill Prevention and Control Plan (SPCP) is an important <br /> aspect of industrial waste management. The primary purpose of <br /> the plan is to reduce the potential for unexpected releases of <br /> pollutants into the sewer system. Associated benefits include: <br /> (1) Avoidance of contamination of surface soils by pollutants <br /> which may seep into groundwaters or be washed into <br /> watercourses during rainfall. <br /> ( 2) Enhancement of health protection of employees. <br /> ( 3) Improvement of safety relative to restricting fire and/or <br /> explosion potential. <br /> A spill is usually thought of as being an accidental, sudden <br /> release of a rather large amount of chemicals or inadequately <br /> treated liquid waste. Most spi II ages, however, commonly consist <br /> of splashes or drips of pollutants. Such spills in some instances <br /> are anticipated as they are inherent to certain industrial <br /> operations. The SPCP shall address both major and minor spills. <br /> NEW INDUSTRIAL USER PERMITTEES <br /> A SPCP shall be submitted to the Director for approval prior <br /> to obtaining facility water and sewer services. <br /> General information required includes: <br /> ( 1) Name and address of facility. <br /> ( 2) Name and telephone numbers (work and residence) of person <br /> responsible for implementation of SPCP. <br /> 17 <br />
