<br /> disrupts the POTW treatment processes or operations
<br /> which contributes to a violation of any requirement
<br /> of the city's N.P.D.E.S. permit. The term includes
<br /> prevention of the sewage sludge use or disposal by
<br /> the POTW in accordance with Section 405 of the Act,
<br /> or any criteria, guidelines, or regulations
<br /> developed pursuant to the Solid Waste Disposal Act,
<br /> or more stringent state criteria including those
<br /> contained in any state sludge management plan
<br /> applicable to the method of disposal or use
<br /> employed by the POTW.
<br /> (27) National pretreatment standard, pretreatment
<br /> standard, or standard: Any regulations containing
<br /> pollutant discharge limits promulgated by the
<br /> Approval Authority in accordance with Section
<br /> 307(b) and (c) of the federal Clean Water Act,
<br /> which applies to industrial users. This term
<br /> includes prohibited discharge limits established
<br /> pursuant to 40 CFR 403.5 as amended.
<br /> (28) Normal domestic waste: A sewage with
<br /> characteristics of that produced from residencies
<br /> and having a daily average five (5) day BOD and TSS
<br /> content not greater than 200 mg/l and with a daily
<br /> average COD level not greater than 300 mg/l.
<br /> (29) New source: As defined in 40 CFR 403.3(k).
<br /> (30) other wastes: Solid or viscous substances such as,
<br /> but not limited to, ashes, cinders, sand, concrete,
<br /> mud, straw, shavings, metal, glass, rags, feathers,
<br /> tar, asphalt, plastics, rubber, rubber products,
<br /> wood, whole non-human blood, paunch manure, hair
<br /> and fleshings, entrails, lime slurry, lime
<br /> residues, carbide wastes, slops, chemical residues,
<br /> paint residues, asbestos, bulk solids, grass
<br /> clippings or tree trimmings.
<br /> (31) owner or occupant: The person who pays, or is
<br /> legally responsible for a paYment of water and/or
<br /> wastewater charges made against a plot, parcel of
<br /> land, or building premises, if connected to the
<br /> water distribution system and/or the wastewater
<br /> collection system maintained by the city, or who
<br /> should pay or be legally responsible for such
<br /> paYment if so connected, or who is in control of,
<br /> or having responsibility for, the daily operation
<br /> of the facility or activity occupying the property.
<br /> (32) Pass through: As defined in 40 CFR 403.3(n).
<br /> (33) Person: Any individual, business entity,
<br /> partnership, corporation, governmental agency,
<br /> political subdivision, or any other legal entity.
<br /> (34) pH: The logarithm (Base 10) of the reciprocal of
<br /> the hydrogen ion concentration.
<br /> (35) Pollutant: Any gaseous, liquid or solid material
<br /> capable of causing pollution of surface or
<br /> groundwaters.
<br /> (36) Pollution: The alteration of physical, thermal,
<br /> chemical, radiological or biological quality of, or
<br /> the contamination of, any water to the extent that
<br /> the water is rendered harmful, detrimental, or
<br /> injurious to humans, animal life, vegetation, or
<br /> property or to public health, safety, or welfare,
<br /> or that impairs the usefulness of the public
