<br />-5- <br /> <br />enjoYment of the water for any lawful or <br />reasonable purpose. <br /> <br />(37) Pretreatment or treatment: The reduction of the <br />amount of pollutants, the elimination of <br />pollutants, or the al teration of the nature of <br />pollutant properties in wastewater to be a less <br />harmful state prior to or in lieu of discharging or <br />otherwise introducing such pollutants into a POTW. <br />The reduction or al teration can be obtained by <br />physical, chemical or biological processes, process <br />changes, or by other means, except as prohibited by <br />40 CFR 403.6(d). <br /> <br />(38) Pretreatment requirements: Any substantive or <br />procedural requirement, other than a national <br />pretreatment standard, imposed on an industrial <br />user. <br /> <br />(39) Prohibited waste: Any waste which is totally <br />restricted from discharge into the sanitary sewer <br />system of the city by this Article or the amount in <br />the waste stream prior to pretreatment above the <br />limits listed in this Article. <br /> <br />(40) Publicly owned treatment works (POTW): A treatment <br />works as defined by Section 212 of the Act, which <br />is owned in this instance by the ci ty . This <br />definition includes any sewers that convey <br />wastewater to the POTW treatment plant, but does <br />not include the pipes, sewers or other conveyances <br />not connected to a facility providing treatment. <br />For the purposes of ,this Article, "POTW" shall also <br />include any sewers that convey wastewaters to the <br />POTW from the persons outside the city who are by <br />contract or agreement with the city users of the <br />POTW. <br /> <br />(41) Receivinq stream: The waterway into which a <br />wastewater treatment plant, operated by the city, <br />discharges the treated effluent. <br /> <br />( 4 2) sanitary convenience: Any plumbing fixture (except <br />for a food waste disposal unit) not required to <br />have a sand and/or grease trap (interceptor) <br />according to provisions of the plumbing code. <br /> <br />(43) sanitary sewer: A pipe or conduit owned, <br />controlled or subject to the jurisdiction of the <br />city, designed to collect and transport sewage and <br />industrial waste. <br /> <br />(44) Sewaqe: Waterborne waste normally discharging from <br />the sanitary conveniences of dwellings (including <br />apartment houses) , hotels, office buildings, <br />factories and institutions, free from storm surface <br />water and industrial wastes. <br /> <br />(45) Sewer system: All of the property involved in the <br />operation of a sanitary sewer utility. It includes <br />land, wastewater lines and appurtenances, pumping <br />stations, treatment works, wastewater treatment <br />plants, and general property. <br /> <br />(46) Shall/may: The term "shall" is understood to be <br />mandatory. The use "may" is understood to be <br />permissive. <br /> <br />(47) Siqnificant non-compliance: A violation by an <br />industrial user which meets one or more of the <br />
