<br /> Within five (5) days following an accidental discharge, the <br /> user shall submit to the Control Authority a detailed written <br /> report describing the cause of the discharge and the measures <br /> to be taken by the user to prevent similar future <br /> occurrences. <br /> B. Those industrial user permittees with process liquid waste <br /> discharges shall sample effluents and report results of <br /> analyses to the Director a minimum of two times each year <br /> (June and December). <br /> C. Reports required by this permit sha 11 be submitted to the <br /> City of San Marcos at the following address: <br /> City of San Marcos <br /> Attention: George W. Boeker, Director of Public Works <br /> 630 E. Hopkins <br /> San Marcos, Texas 78666 <br /> PART 3 - SPECIAL CONDITIONS - EXAMPLES <br /> Categorical Pretreatment Standards or other pretreatment <br /> requirements; limit on any particular pollutant; prohibition of <br /> process liquid waste discharge. flow limitation or liquid waste <br /> discharge schedule. reporting instructions. sampling port(s), or <br /> other specifications of permit may be placed in this section. <br /> PART 4 - STANDARD CONDITIONS <br /> A. Right of entry <br /> The inspectors, agents or representatives of the City charged <br /> with the enforcement of this Article shall be deemed to be <br /> performing a governmental function for the benefit of the <br /> general public and neither the City, the Director, nor the <br /> individual inspector, agent or representative shall ever be <br /> held liable for any loss or damage, whether real or asserted, <br /> caused or alleged to have been caused as a result of the <br /> performance of that governmental function. <br /> The Director or an authorized representative upon <br /> presentation of credentials: <br /> 1. Shall have a right of entry without delay to, upon, or <br /> through any premises to gain access to any areas where <br /> chemicals or materials are formulated, handled, <br /> manufactured, processed, used, stored or treated; <br /> 2. May at any reasonable time have access to any records <br /> required by this Article pertaining to industrial wastes <br /> as determined by the Director; <br /> 3. May inspect any monitoring equipment or methods of <br /> pretreatment monitoring required by the Director and <br /> sample any effluents which the user of the source is <br /> required to sample. <br /> 23 <br />
