<br /> including the Edwards Aquifer. The GBRA continues to be the focus for <br /> meeting the water needs of the area. In February 1987, the GBRA <br /> published a report entitled Alternative Source Yater Supply Study <br /> which evaluated several alternatives for providing treated water to <br /> many of the smaller municipalities and districts in the region. This <br /> study concluded that a plant located at San Marcos and using water <br /> from the San Marcos River was the most cost effective alternative for <br /> providing potable water to the City of San Marcos and many other <br /> ci ties in the region. Additionally, a plant at San Marcos with an <br /> intake at Gruene, Texas and a raw water supply pipeline to transport <br /> Canyon Lake water to San Marcos was the second most cost effect i ve <br /> approach to providing potable water to the area. Information from <br /> the GBRA report was used in the preparation of this study. <br /> 2. New Braunfels Utilities provided to the City of San Marcos, <br /> cost estimates for building a plant in New Braunfels with a pipeline <br /> to San Marcos. These costs have been reviewed for this study and <br /> additional project costs developed for comparison with the original <br /> estimates. <br /> 3. A Yater Master Plan was prepared for the City of San Marcos in <br /> 1983. Information in this report has been used for the preliminary <br /> sizing of pipelines, pumping and storage facilities, and treatment <br /> units. <br /> C. COST COMPARISONS <br /> 1. Separate costs were developed for the proposed alternatives of <br /> building a water treatment plant at New Braunfels and conveying <br /> potable water to the San Marcos system. Previous estimates assumed <br /> transfer to an intermediate storage tank located on high ground near <br /> the Kohlenberg Lane area from the existing New Braunfels distribution <br /> system. Following review, it was concluded that a separate dedicated <br /> pipeline should be provided from the plant to the intermediate storage <br /> reservoir to assure a more reliable source, independent of the New <br /> 4 <br />
