<br /> Capital Improvements Program <br /> The City of San Marcos adopts a five-year Capital Improvements <br /> Program as part of its annual budgeting process. The Surface <br /> Water Treatment Plant is phased over the next several years for <br /> planning and development. The following is a tentative schedule <br /> for this project, subject to change: <br /> September. 1990: Approval of $8.5 million in waterworks revenue <br /> <br /> bonds for the construction of a surface water treatment <br /> plant. <br /> 1991-92: Phase I: Sale of $650,000 in waterworks revenue bonds <br /> <br /> to initiate planning and engineering process. <br /> 1992-93: Phase II: Sale of $600,000 for continued planning and <br /> engineering on the project. <br /> 1993-94: Phase III: Sale of $3,625,000 in waterworks revenue <br /> bonds to initiate construction. <br /> 1994-95: Phase IV: Sale of $3,625,000 in waterworks revenue <br /> bonds to complete construction. <br /> 1995-96: Surface water treatment plant is operational. <br />
