<br /> 74 <br /> Regular Meeting August 8, 1983 Page 2 <br /> they felt would be inappropriate. Mrs. Glore also addressed the <br /> Council indicating the exemptions should not be granted. Mr. Sted- <br /> man was on vacation and did not personally address the Council. <br /> Mayor Craddock advised the Council would receive the recommendations <br /> of the Parks and Recreation Advisory Board from Chairman, Dr. Maurice <br /> "Mo" Johnson. Dr. Johnson said the Parks Board was recommending the <br /> Parks and Recreation Departments be split and more personnel be added <br /> to each. He stated in the present arrangement the maintenance of the <br /> recreational department was low priority in the scheduling. He said <br /> the Parks Department has 270 acres to maintain as well as other duties. <br /> Tom Allen, also of the Parks Board, stated there was a definite need <br /> for an increase in manpower. He said the condition of Rio Vista and <br /> City Park was atrocious, and there was a need for manpower, and two <br /> personnel were being recommended to keep the grounds. He said our <br /> city parks needed to be better maintained. City Manager Gonzalez said <br /> the Parks Department had many responsibilities for cleaning rights-of- <br /> way, Lowman Airfield, the city's parks, etc., and they are spread <br /> thin. It was his opinion there would be duplication of equipment <br /> and not good utilization of manpower to split the departments though. <br /> Council Member Brown said there were many demands put on our system <br /> by tourists, and he would like to see some of those costs defrayed <br /> by their use. Council Me~ber Moore stated he would like to see some <br /> of the hotel/motel tax revenues used in our park areas. Mayor Craddock <br /> asked that the Parks and Recreation Advisory Board check with other <br /> cities to ascertain how they operated and what funds were collected <br /> in park areas. <br /> Mayor Craddock introduced for consideration authorization for the City <br /> Manager to execute a grant with the Department of Criminal Justice <br /> for cadets on patrol support services for $5,834.00 (our portion: <br /> $1,301.00). Mr. Farr moved to authorize the City Manager to execute <br /> the grant and Mr. Brown seconded the motion, which passed unanimously. <br /> Mayor Craddock introduced for consideration authorization for the City <br /> Manager to execute a grant with the Department of Criminal Justice <br /> for crime prevention coordinator for $20,314.00 (our portion: $2,151.00). <br /> Mr. Brown moved to authorize the City Manager to execute the grant and <br /> Mr. Moore seconded the motion, which passed unanimously. <br /> Mayor Craddock introduced for consideration approval of an Ordinance <br /> on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING ORDINANCE 1982-41, ADOPTED <br /> SEPTEMBER 7, 1982, WHICH SET FORTH AN ITEMIZED ESTIM- <br /> ATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE <br /> UNIT OF THE MUNICIPAL GOVERN~lliNT OF SAID CITY FOR THE <br /> FISCAL YEAR BEGINNING OCTOBER 1, 1982, AND ENDING ON <br /> SEPTEMBER 30, 1983, AND APPROPRIATED MONEY FOR THE <br /> VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE TO REVISE <br /> SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPT- <br /> ING SAID REVISIONS AND ESTIMATES AND DECLARING AN EF- <br /> FECTIVE DATE. <br /> Mr. Farr moved to approve the Ordinance on first reading and Mr. <br /> Guerra seconded the motion. .f\1r. Moore then moved to amend the Ordin- <br /> ance to be adopted on emergency and Mr. Farr seconded the motion, <br /> which passed unanimously. <br />
